Description
This synopsis publicizes contract actions proposed to support the US Army Engineering and Support Center's Energy Conservation Investment Program (ECIP) and future energy work. The purpose of this solicitation is to provide design-build and construction only capabilities at Government facilities in the continental United States (CONUS) and at various locations outside the continental United States (OCONUS). These functions will consist of those actions required to repair and renovate Government owned and Government operated facilities for energy savings enhancements. Renewable energy methods will be approximately no less than 25% of the program capacity, and general energy savings methods will be approximately no less than 50% of the program capacity. In order to accomplish this objective, the US Army Engineering and Support Center's Energy Division proposes to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts, under which firm-fixed price (FFP) task orders may be issued. Task orders may be awarded for the design-build construction effort required to support this mission including, but are not limited to, the installation of solar walls and solar hot water, day lighting, geothermal heating and cooling systems, HVAC replacement, solar thermal roof tile heating systems, installation of solar tubes and controls, lighting retrofits, photovoltaic roof systems, geothermal domestic hot water, geothermal heating plants, energy efficiency improvements, installation of direct digital controls,), and installation of wind turbines. The work primarily consists of the design and construction of energy conservation measures being implemented in and around facilities commonly found at military installations, (barracks, dining facilities, equipment maintenance facilities, labs, etc.) as well as some smaller construction projects. Contractors may be required to provide construction phase and other services that may include preparation of operation and maintenance manuals, measurement and verification plans, shop drawing review, and commissioning/start-up/fit-up design support. The proposed ordering period is for one (1) base year and four (4) one-year option periods. The total programmatic requirements expected to be awarded under these Energy contracts is anticipated to equal approximately $600,000,000 This synopsis publicizes a proposed solicitation (request for proposal) for the full and open competition. A more detailed description of the acquisition will be provided in the solicitation documents. The official restricted solicitation will be made available to interested parties through the Federal Business Opportunities website at www.fedbizopps.gov. All responsible business sources may submit a proposal which shall be considered by the agency in accordance with the solicitation requirements. Significant evaluation factors for award are anticipated to include: Technical, Management, Past Performance, Evidence of Compliance with FAR Clause 52.219-8 "Utilization of Small Business Concerns", and Price. The anticipated release date of the RFP is Dec 2011/Jan 2012. Awards are anticipated to be made in late 2012.
