Description
THE U.S. ARMY CONTRACTING COMMAND - ROCK ISLAND, AMMUNITION CONTRACTING DIVISION,IS CONDUCTING A SOURCES SOUGHT/MARKET SURVEY FOR POTENTIAL SOURCES FOR THE M112 DEMOLITION CHARGE (W/TAGGANT), NSN 1375-01-389-3854, DODIC M023. THE M112 DEMOLITION CHARGE CONSISTS OF 1.25 LB OF COMPOSITION C-4 USED PRIMARILY FOR CUTTING AND BREACHING WITH HIGH-CUTTING EFFECT, THE ABILITY TO BE CUT AND SHAPED, IDEALLY SUITED FOR CUTTING IRREGULARLY-SHAPED TARGETS SUCH AS STEEL. THE M112 DEMOLITION CHARGE IS PACKAGED IN A MYLAR BAG WITH AN ADHESIVE-BACKED TAPE ALLOWING THE CHARGE TO BE PLACED ON ANY SURFACE. THE M112 DEMOLITION CHARGE SHALL BE PRODUCED IN ACCORDANCE WITH THE REQUIREMENTS OF MIL-DTL-50523. THE MAJOR MANUFACTURING PROCESSES FOR THE M112 DEMOLITION CHARGE INCLUDE EXTRUSION OF COMPOSITION C-4 (AN RDX-BASED PLASTIC/MOLDABLE EXPLOSIVE), ASSEMBLY AND PACK. THE COMPOSITION C-4 WOULD BE PROVIDED AS GOVERNMENT-FURNISHED MATERIAL (GFM). THE COMPOSITION C-4 IS EXTRUDED INTO 1.25 LB (MIL-DTL-50523) PELLETS THAT ARE PLACED INSIDE MYLAR BAGS, EXCESSIVE AIR REMOVED, BA! G TIED, HEAT SHRINK APPLIED, MARKED AND PACKAGED, QUANTITY 30 EA, M112 DEMOLITION CHARGES PER BARRIER BAG, AND PLACED INTO A WOODEN WIREBOUND BOX. THE INITIAL PRODUCTION AND SUPPLY WOULD BE REQUIRED ON OR ABOUT JULY 2013 TIMEFRAME OVER A QUANTITY OF APPROXIMATELY 100,000 EA/YEAR MINIMUM TO 800,000 EA/YEAR MAXIMUM. CONTRACTOR SHALL SATISFY FIRST ARTICLE TEST (FAT) REQUIREMENTS AT THE COMPONENT AND END-ITEM LEVELS AS SPECIFIED IN MIL-DTL-50523 PRIOR TO RELEASE TO PRODUCTION. A RESPONDENT TO THIS SURVEY SHOULD BE ABLE TO SHOW ADEQUATE TECHNICAL ANDMANUFACTURING CAPABILITY ALONG WITH GOOD PAST PERFORMANCE IN THE EXPLOSIVESPROCESSING INDUSTRY. A RESPONDENT TO THIS MARKET SURVEY MUST EXHIBIT AMAJORITY OF THE SKILLS AND FACILITIES REQUIRED TO MANUFACTURE AND SUPPLY THE M112 DEMOLITION CHARGE. INTERESTED COMPANIES WHO HAVE THE NECESSARY CAPABILITIES SHOULD RESPOND BY PROVIDING THE FOLLOWING INFORMATION: A BRIEF SUMMARY OF YOUR COMPANY?SCAPABILITIES, DESCRIPTION OF FACILITIES, BUSINESS SIZE INFORMATION AS ITAPPLIES TO NAICS CODE 332993, PERSONNEL, RELATED MANUFACTURING EXPERIENCE(SIMILAR ITEMS), ESTIMATED MAXIMUM MONTHLY PRODUCTION QUANTITIES (AND IFMANUFACTURING RESOURCES REQUIRED TO PRODUCE THIS ITEM ARE SHARED WITH OTHERITEMS/PRODUCTION LINES), AND THE MINIMUM PROCUREMENT QUANTITY (MPQ) REQUIREDFOR ECONOMICAL PRODUCTION. A RESPONDENT TO THIS MARKET SURVEY MUST ALSO PROVIDE A ROUGH ORDER OF MAGNITUDE (ROM) PRICE PER UNIT FOR 100,000 EA, 350,000 EA AND 600,000 EA. IF A RESPONDENT DOES NOT HAVE ADEQUATE RESOURCES (TECHNICAL, MANUFACTURING, PERSONNEL, ETC) AVAILABLE, THE RESPONDENT MUST BE ABLE TO DEMONSTRATE HIS ABILITY AND TIMEFRAME TO OBTAIN THOSE RESOURCES. IF A RESPONDENT CHOOSES TO UTILIZE THE SERVICES OF SUBTIER VENDORS OR SUBCONTRACTORS, THOSE VENDORS OR SUBCONTRACTORS MUST ALSO MEET THESE CRITERIA. ALL PROSPECTIVE OFFERORS INTERESTED IN ANY POTENTIAL FUTURE SOLICITATION FOR THIS ITEM MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) DATABASE.
