- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a delivery order against Basic Ordering Agreement (BOA) N00019-10-G-0006 to Raytheon Company, McKinney, TX. NAVAIR, intends to enter into sole source negotiations with Raytheon, McKinney, Texas for non-recurring engineering services in support of the modification of the P-3 APS-137D(V)5 radar system and to incorporate these modifications into 214 APS-137D(V)5 radar system components. This contract action will be issued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Raytheon is the sole designer, developer, and manufacturer of the APS-137D(V)5 radar system, and as such, is the only known source available with the requisite technical knowledge, experience, and proprietary software algorithms necessary to perform the requirements described herein to satisfy the Government's requirement. Companies interested in subcontracting opportunities should contact Raytheon directly. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
