- The Federal Bureau of Prisons, TDAT Contracting Office, is seeking quotes from sources having the ability to provide community-based outpatient sex offender treatment services, within a 10 mile radius of Rochester City Hall, 30 Church Street, Rochester, NY 14614 and located on the Rochester Genesee Regional Transportation Authority (RGR) transportation route. Performance periods under this contract will be for a one-year base period estimated to begin on March 1, 2012 with four (4) one-year option periods, with services ending (if all options years are renewed) on February 28, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 20: Sex Offender Specific Evaluation & Report (one per inmate) for 20 inmates; Clinical Polygraph Exam & Report (1 per inmate) for 20 inmates; Clinical Polygraph Maintenance/Monitoring Test (1 per inmate) for 20 inmates; Abel Assessment & Report (1 per inmate) for 20 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 480 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1440 sessions; Transportation (96 trips per inmate) for 1920 trips Option Year One: Estimated number of inmates 22: Sex Offender Specific Evaluation & Report (one per inmate) for 22 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 22 inmates; Clinical Polygraph Maintenance/Monitoring Test (1 per inmate) for 22 inmates; Abel Assessment & Report (1 per inmate) for 22 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 528 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1584 sessions; Transportation (96 trips per inmate) for 2112 trips Option Year Two: Estimated number of inmates 24: Sex Offender Specific Evaluation & Report (one per inmate) for 24 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 24 inmates; Clinical Polygraph Maintenance/Monitoring Test (1 per inmate) for 24 inmates; Abel Assessment & Report (1 per inmate) for 24 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 576 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1728 sessions; Transportation (96 trips per inmate) for 2304 trips Option Year Three: Estimated number of inmates 26: Sex Offender Specific Evaluation & Report (one per inmate) for 26 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 26 inmates; Clinical Polygraph Maintenance/Monitoring Test (1 per inmate) for 26 inmates; Abel Assessment & Report (1 per inmate) for 26 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 624 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1872 sessions; Transportation (96 trips per inmate) for 2496 trips Option Year Four: Estimated number of inmates 28: Sex Offender Specific Evaluation & Report (one per inmate) for 28 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 28 inmates; Clinical Polygraph Maintenance/Monitoring Test (1 per inmate) for 28 inmates; Abel Assessment & Report (1 per inmate) for 28 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 672 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 2016 sessions; Transportation (96 trips per inmate) for 2688 trips The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Sex Offender Treatment Services Statement of Work dated March 2011. The request for quotation will be available on or after November 17, 2011 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about December 16, 2011. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. The solicitation will be set-aside 100% Small Business. All responsible small business concerns may submit a quote which will be considered by this agency.
