- NOTICE OF INTENT, SOLE SOURCE: This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1(a)(2). This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The General Services Administration (GSA) intends to solicit and award a contract on a sole source basis in accordance with FAR 6.302-1 to L-3 Communications, 420 Aviation Blvd, Ste. 101, Santa Rosa, CA 95403-1039, for the below items: Item Name Description MX-20HD MX-20 True HD Camera System DCNS-THD-MX20 Upgrade Spotter to Daylight and Night Camera LRF-MX20 Laser Range Finder, Eyesafe LI-MX20 Laser Illuminator, Narrow ELAP-MX-01 Enhanced Local Area Processing AT-MX-01-EXT Auto Video Tracker MX-GEO-GPS-EXT GEO Package Data with GPS MX-MM-INTERFACE Moving Map to MCU Interface MX-METADATA-STRM Dedicated Port with Streaming Metadata CONN-MX20HD Connector Kit GTCK-HD Ground Test Cable Kit MX-PK-01 Operational Maintenance Kit Because of a combination of physical size, performance, engineering, and manufacturing capabilities and adaptability, the Army Surveillance Detachment has developed a significant set of capabilities specifically designed for use with these stabilized platforms. This involves a significant investment in aircraft modifications to support the wiring harness and sensor mounting brackets which make the MX-20D a plug-and-play solution (requiring no additional aircraft modification) with the existing platform. In addition, these camera systems are used extensively in operational systems across the Army, making them the most cost-effective and efficient path to deployment. The unit's aircraft has been modified based upon complex interfaces to this vendor's proprietary software and hardware, and this relationship maximizes the use of common components and common interior avionics, simplifying interchangeability with efficiencies in support and technology enhancements. The NAICS code for this action is 334511. Delivery is expected 270 days after receipt of the order. Interested sources may identify their interest and capability to respond to the requirement to dana.stewartl@gsa.gov later than five (5) calendar days after release of this synopsis. A determination by the Government not to compete this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
