- COMBINED SYNOPSIS/SOLICITATION (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii)Solicitation document W91247-12-T-0004 is issued as a Request for Quote (RFQ) to provide the necessary materials, labor and equipment to upgrade the audio visual system in building 1-1326, Fort Bragg Operations Center (FBOC), HQ XVIII Airborne Corps (ABC), Ft Bragg, NC. (iii)This Solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-53 Effective August 4, 2011. This requirement is a total small business set-aside. This will be a Firm-Fixed price contract. Quotes are solicited from small business concerns. Quotes received from other than small business concerns will be rejected. This solicitation is issued under FAR Part 13-Simplified Acquisition Procedures. This requirement is to provide the necessary materials, labor and equipment to upgrade the audio visual system in building 1-1326, Fort Bragg Operations Center (FBOC), HQ XVIII Airborne Corps (ABC), Ft Bragg, NC. The North American Industrial Classification System (NAICS) Code 423430 "Computer and Computer Peripheral Equipment and Software Merchant Wholesalers", size standard is 100 employees. Award of this requirement will be in accordance with Federal Acquisition Regulation FAR Part 13, Simplified Acquisition Procedures. Interested persons may identify their interest and capabilities to respond to the requirements. CLIN 0001 Audio Visual Equipment and Installation Extended Description: This CLIN shall include the price for Audio Equipment, Video Equipment, Delivery, Installation, and all CODECs. QTY__1__ea PRICE _________ Total $______________ (iv)A detailed Statement of Work is provided below. SUBJECT: Provide the necessary materials, labor and equipment to upgrade the audio visual system in building 1-1326, Fort Bragg Operations Center (FBOC), HQ XVIII Airborne Corps (ABC), Ft Bragg, NC. Special Provisions and General Project Information: a. WORK SCHEDULE - This project is one part of a complete renovation (construction, furniture, A/V equipment) of the existing FBOC managed by Fort Bragg DPW and coordinated through the US Army Corps of Engineers (USACE). Starting date for project must be coordinated through Jeremy Smith, USACE, 396-1211 (x231). Work should be scheduled for completion by 15 January 2012. Work is to be scheduled and accomplished as to provide a minimum of disruption to the mission of the unit. b. INSPECTION: Inspection will be by G3, XVIII ABC, Fort Bragg, North Carolina. c. WORK AREA/SITE: The area/building will be occupied during accomplishment of work. Interference with and inconvenience to the occupants or routine use of the facility shall be held to a minimum. The contractor is responsible for providing such coverings, shields, and barricades as required to protect the facility occupants, furniture, equipment, supplies, etc., from dust, debris, weather intrusion, or other damages resulting from the required work/construction. THE JOB SITE WILL BE CLEANED AT THE END OF EACH AND EVERY WORKDAY. d. WORK LOCATION: Building 1-1326, Ft Bragg, NC. e. GOVERNMENT MATERIALS - NONE. f. HOURS OF WORK: The contractor shall accomplish this work between the hours of 7:30 AM and 4:30 PM, Monday through Friday. No work will be done on weekends or Federal holidays without prior approval from the ordering officer. g. WARRANTIES: A warranty on workmanship for one year must be provided. Manufacture warranty on parts and/or materials must be provided at the time of work completion. h. SCOPE OF WORK: The contractor shall furnish all labor, materials, equipment, to upgrade the audio visual system for G3, XVIII ABC, building 1-1326, Ft Bragg, NC. The audio-visual (A/V) system must incorporate 32 work stations, 7 flat-panel monitors (4 new, 3 existing), single-station existing Tandberg VTC, and whole room teleconferencing solution with 16 desk or ceiling microphones (4 per row - see diagram). The work area includes the FBOC, Watch Team office and small hallway connecting to SIPR closet and electrical box (see diagram). The system must be fully integrated and controlled from two touch-screen A/V controllers, one located at the system administrator workstation and one located on Row D (see diagram). All existing A/V equipment in the existing A/V cabinet (see diagram) will be removed and turned over to Corps G3 personnel. The cabinet will be re-used to house any new A/V equipment. Existing in-ceiling speakers are to be tested for functionality and repaired/replaced as needed. The project will include furnish and install of four flat screen TVs/monitors (65-70" with laser pointer visibility) mounted on the room's front wall and re-utilization (mounting) of three existing flat screen TVs on one side wall allowing for seven screens to display information and video from any of the 32 work stations (see diagram). Furnish and install new full-digital video matrix (at least 40x40) to link 32 work stations in the FBOC, Watch Team sub-room, Gavin Conference Room and Ridgway Conference Room to the four new flat panel displays and three existing flat panel displays. In the Watch Team office, supply and furnish one 27-32" wall mounted flat panel with DVR and four (4) CCTV cameras located within the facility. The existing (4) Way CCTV monitor is to be removed and turned over to the Government. New monitor will be installed in same location as existing (left side of the window opening). Also supply and install one 27-32" wall mounted flat panel with CATV feed ; New television / monitor to be placed on the right side of the window opening. Supply and install a 20-27" wall mounted flat panel for Garrison Command's CCTV feed to Iron Mike Statue located on wall opposite of the window opening (see diagram). The contractor shall provide and install all appropriate cabling/wiring to fully integrate all new and existing components of the A/V matrix system. The new flat panel displays must be of high quality so as to produce clear images of small details projected on the screen and able to be read without difficulty from a range of 31 feet back from the screen. Flat panel displays must also allow visibility of laser pointers. The contractor is expected to provide such connections or integrating devices to make the entire system work together seamlessly and controlled from both A/V controller devices. The contractor shall release all codes for the equipment to the government for reconfiguration and maintenance. The contractor shall furnish DVD training material, wiring diagrams and source documents (manufacturer) for the purpose of self-maintenance and reconfiguration. NOTE: Contractor must use all safety devices while on job site in accordance with all OHSA Regulations. NOTE: All work will be accomplished in the most favorable industry standards/practices and installation will be in accordance with any Manufacturer's Specifications /Recommendations guidelines. NOTE: THE IS CONTRACTOR IS ENCOURAGED TO ATTEND THE SITE VISIT TO GATHER INFORMATION TO ENSURE THEY HAVE A COMPLETE UNDERSTANDING OF THE SCOPE OF WORK, MAGNITUDE OF WORK AND FULLFILL THEIR RESPONSIBILITY. CONTRACTORS SHALL BE RESPONSIBLE FOR ALL MEASURMENT MATERIALS/PARTS, AND EQUIPMENT NECESSARY FOR THIS REQUIREMENT. NOTE: CONTRACTOR IS RESPONSIBLE FOR COORDINATING WITH THE APPROPRIATE SECURITY OFFICE AND ANY/ALL OTHER GOVERNMENT OFFICIALS OR DEPARTMENTS NECESSARY TO ENSURE ALL WORK IS ACCOMPLISHED IN ACCORDANCE WITH ALL/ANY GOVERNMENT, STATE, LOCAL, ETC. REGULATIONS/GUIDELINES. NOTE: Contractor will coordinate work schedule with the COR/COTR and Job Site Occupants. INSTALLATION ACCESS AND CONTROL Access Control: Fort Bragg is a closed post. Unscheduled Installation closures may occur at any time, including closures resulting from inclement weather. Personnel and vehicles entering or exiting the installation may experience a delay. All vehicles and personnel are subject to search and seizure of contraband or unauthorized Government property. Contractor vehicles (Contractor-owned and personal), Contractor employees, and their personal property shall be subject to searches upon entering or leaving the Installation. The search and seizure provisions of AR 190-22 shall apply to Contractor personnel entering or leaving Fort Bragg or activities/installations in the Fort Bragg AR 5-9 area of responsibility (AOR) which require access by Contractor personnel in performance of this contract. Current requirements may change when dictated by security conditions. Vehicle Registration, Licensing and Operation Contractor employees or employees of subcontractors shall have proper state registration, proof of insurance, and a valid driver's license to operate privately owned vehicles (POV) on the post. Registration of POVs with the Provost Marshal's Office is required. The Contractor's employees shall comply with any Fort Bragg vehicle registration program. On 6 April 2007 Fort Bragg began using RAPIDGate. The RAPIDGate Program is voluntary for Contractors, who require routine access to the installation.
