Description
Statement of Work This is a combined Synopsis/Solicitation/Request for Quotation for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number NIAIDRFQ12001. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-53 dated August 4, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541990, which has a size standard of $6.5 million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure the services of two (2) temporary Research Associate Specialists with the qualifications stated in the attached Statement of Work. This is to be accomplished through an agency that is capable of processing candidates with H1-B Visas on a fast turn-around basis. Period of performance to be one (1) year from date of award. The following factors shall be used to evaluate offers: 1) Ph.D. with laboratory based training in Biology or closely related field, 2) 2-3 years experience with ELISA, ELISpot, Flow Cytometry, and Cell Culture, 3) Candidates must have excellent written skills and experience in oral presentations; and 4) price. The FOB point shall be Destination and Net 30. The government will award a fixed price purchase order to the responsible contractor. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evaluation Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
