The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. JOB DESCRIPTION: See below US Personal Services Contract (PSC) US Department of State (DOS) Bureau for International Narcotics & Law Enforcement Affairs (INL) American Embassy Pristina, Kosovo GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Since 1999, the Bureau of International Narcotics and Law Enforcement Affairs (INL) has managed civilian police (CIVPOL) deployments, law enforcement, and justice sector development programs in Kosovo. INL manages the US contribution of personnel to the European Union Rule of Law Mission (EULEX) - a technical mission, which mentors, monitors, and advises Kosovo police and justice institutions, as well as, retains a number of limited executive powers. Its central aim is to assist and support the Kosovo authorities in establishing rule of law, specifically through assistance to the police, judiciary, and customs until the Government of Kosovo (GOK) is able to assume full responsibility for all law enforcement and judicial functions throughout Kosovo. The Police Liaison Advisor (PLA) provides day-to-day management and oversight of the U.S. contingent of American personnel (police, judges, prosecutors, and customs) seconded to EULEX. The PLA serves as the International Contracting Officer Representative (ICOR) and provides direct management of the Department of State contractor, currently Civilian Police International (CPI), which provides logistical and administrative support to the US contingent. The PLA is also the primary liaison with EULEX in Pristina and in Brussels on personnel and program related matters. The PLA also provides significant reporting to US embassy officials on current in country developments related to EULEX and other law enforcement related issues. The management of this complex program and its importance to US foreign policy goals requires a full-time person with significant police expertise to monitor and troubleshoot the day-to-day aspects of the program. The PLA is also required to make recommendations on policy regarding police and other law enforcement structures. The Purpose The PLA will assist in developing, implementing, and managing US foreign policy, regarding the deployment and placement of US seconded personnel assigned to the police and judicial components of EULEX. The PLA will work to ensure the continuation of successful outcomes in the training, equipping, and development of the Kosovo Police (KP). The PLA will represent INL and the US embassy to the international community for the purpose of gathering and disseminating information pertinent to the overall international effort directed at Kosovo law enforcement development. This includes GOK officials, international and local personnel assigned to EULEX, Organization for Security and Cooperation in Europe (OSCE), EU, KFOR (the NATO military force in Kosovo), and various non-governmental organizations (NGOs). The PLA is required to attend emergency action committee meetings at USEP and render opinions of overall mission security based on a variety of sources. Relationships The PLA will report to the INL/EA Program Manager in Washington DC and the Chief of Mission or other designated authority at US Embassy Pristina, Kosovo. Duties and Responsibilities a. Monitor and evaluate the effectiveness of the US contingent in Kosovo, with special emphasis on the EULEX mission and the unique related policy matters. b. Assist with program development and make recommendations for USG Rule of Law assistance in Kosovo. c. Develop and maintain working relationships with US officers seconded to EULEX and their contract program managers to ensure that acceptable EULEX and US standards of police, judicial assistance, and mission performance are met. Initiate and oversee disciplinary procedures, as appropriate. d. Develop and maintain working relationships with senior EULEX officials to evaluate current policies and procedures, track potential and actual changes to the EULEX Operational Plan, and make recommendations to INL and USEP on policy and administrative matters. Inform international partners of US policy related to EULEX. e. Assist with contract oversight and receipt of goods and services verifications (including invoices and timesheets). f. Represent US and INL interests in monitoring bilateral project activities focused on KP capacity building, and provide recommendations to INL on institutional progress and the need for program adjustments. g. Meet with KP officials to analyze internal perspectives and progress on developing independent police capabilities. h. Draft routine reports and cables detailing activities relative to the overall law enforcement mission. Provide daily briefings and other situational updates as requested. i. Establish and maintain a close working relationship with the Regional Security Officer (RSO) and Consular Officers assigned to post for mutual exchange of information affecting the safety and security of U.S. personnel serving in the mission. j. Ensure that critical safety information and consular alerts are delivered to all U.S. personnel seconded to EULEX or other organizations as required. k. Serve as Control Officer for designated visiting US Officials; draft written event schedules for visiting official, coordinate all activities, and required support with proper internal and external post personnel. l. Serve as a note taker for the Chief of Mission, Deputy Chief of Mission, and visiting official(s) during relevant meetings and construct reporting cables to commensurate with the substance of the meetings. m. Maintain close contact with the INL/EA Kosovo Program Manager. Provide information and recommendations on relevant activities and issues in a timely manner. Minimum Requirements 1. US Citizen, able to obtain/maintain a DOS Secret security and medical clearance. 2. Bachelor's degree in related field. 3. Two (2) to five (5) years of international experience in a civilian policing, similar peacekeeping mission, or other international development activities, that include, working with the EU or other international organizations. 4. Ten (10) years experience in a US domestic law enforcement agency that reflects broad experience and understanding of police organizations and functions. 5. Seven (7) years of experience communicating effectively with senior level officials, other USG agencies, host country officials, and with representatives of other international organizations. 6. Demonstrated ability to provide recommendations to USG officials and to assist in the communication and implementation of US foreign policy objectives. 7. Ability to work effectively under pressure, within short time constraints, and during times of rapidly developing events. 8. Four (4) years experience managing multimillion-dollar budgets, including ability to forecast spending and participate in budget planning activities. 9. Excellent negotiation and interpersonal skills. 10. Ability to complete the FSI Contracting Officer's Representative (COR) course within the first 75 days of assignment successfully. 11. Proficient in Microsoft Office Suite. Preferred Qualifications 1. Knowledge of police development and reform in an international environment. 2. Knowledge of CIVPOL operations and challenges associated with being an international police officer. 3. Knowledge of US Embassy environment. 4. Previous contract or program management experience. 5. Experience in negotiating, communicating, and coordinating with EULEX, OSCE, EU, KFOR, UN, NGOs and other members of the international community to develop effective and complimentary US action plans and programs. Evaluation Criteria Factor 1 Offeror's demonstrated knowledge of US foreign policy, regarding the training, equipping, and development of the KP, or a police force in a similar post-conflict environment. (25 points) Factor 2 Offeror's demonstrated familiarity with EULEX, OSCE, EU, KFOR, and other related or similar international organizations, and demonstrated understanding of the requirements for coordinating US programs with international partners. (25 points) Factor 3 Offeror's ability to manage complex programs, make recommendations, prepare budgets, and engage in program work effectively. (25 points) Factor 4 Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
