- Question 1: Do you want to use the 361 Interactive framework to build upon, creating assessments that link to it, or are you hoping for modifications and integration of several frameworks? Response 1: Although many researchers have created useful cross-cultural competence frameworks (including some funded through ARI), we are looking for a comprehensive approach to model development. To date, existing theories and frameworks have lent themselves predominantly to self-report assessments. A more unifying framework is needed as the foundation for developing assessments that have capabilities beyond those that already exist. Question 2: You also mention coming up with "methodologies that improve existing measures." We're familiar with many measures created to assess 3C; however, we're not clear as to the specific measure(s) you are talking about. Can you point us to what you're most interested in? Response 2: We are looking for new measures that improve upon the methodologies used in existing measures. We are not attempting to make improvements to already developed 3C measures, specifically. Question 3: Is the assessment to be used for: selection; training; or selection and training? Response 3: Any assessments should be able to be used for development, training, and selection purposes. Question 4: A warfighter's needs for 3C KSAAs can vary substantially depending on Military Occupation Specialties, conflict phase, and other factors. What level of granularity would be preferred for the suite of assessments? By clusters of MOS? By rank? By something else?" Response 4: The assessment should be developed in such a way that it can be used across the General Purpose Forces, irrespective to rank and MOS. Question 5: How does this solicitation relate to recently completed, similar work sponsored by ARI. (See Technical Report 1278, 2010.) Is the solicitation as an extension or follow on research to this work, but taking advantage of the ability to integrate across the variety of 3C work that has been done that may not have been considered during the referenced, completed project.
