- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. Military Sealift Fleet Support Command is seeking eligible businesses that can provide 8 EA totally enclosed survival craft lifeboats that meet the following salient characteristics: • Total Enclosed Survival Craft • Tanker version with air bottles and sprinkler system. • Capacity 69 persons. • 29 HP water cooled diesel engine dual electric start. • Speed 6 knots. • Battery charger 42VAC / 12VDC. • Hook type: On load release. • Hook distance: 8700 mm. • Davit load: 11454 kg, 69 persons, 82.5kg per person. • Main dimensions: LOA = 10100 mm. BOA = 3480 mm. H = 3500 mm. • Equipment is to be designed and built according to Chapter 3 of SOLAS and current amendment of the LSA Code. • Testing according to IMO Res. MSC.81 (70), part 2. • Equipment will be United States Coast Guard approved before award and USCG approval certificates must be supplied upon delivery of the boats. • Fixed and loose boat equipment according to SOLAS loose equipment list. • Technical Service Manuals and Spare parts list must be supplied upon delivery of the boats. • Must be manufactured in the United States or Canada in IAW NMCARS 5225.9000 All businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract no later than 01 January 2012. The appropriate NAICS Code is 336612. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Provide the name and address of company, primary point of contact, DUNS and CAGE code number. (2) Provide the following information as it pertains to the recommended lifeboats: Manufacturer Model Lead-time Place of Manufacture General specifications and characteristics Cost (Note: the current davit system onboard the vessels are manufactured by Umoe Schat-Harding. If the proposed lifeboat will not work with the Umoe Schat-Harding Davit system, include the estimated price for new davit system, installation and certification.) Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
