- The Fleet Logistics Center Norfolk, Philadelphia Office, intends to solicit on 100% small business set-aside basis, in support of the Navy Flag Officer Management and Detailing Office (OPNAV N00F), Washington, DC, a requirement to develop and conduct a career transition program that is specifically designed to meet the unique needs and concerns of retiring U.S. Navy and Marine Corps flag and general officers. The level of instruction must be appropriate for senior executives and must thoroughly prepare participants to successfully enter the civilian labor market. Each seminar (estimated 6 seminars per year) will provide instruction in translating executive military service into comparable civilian positions, to include the following: choosing a compatible work field, developing and honing an efficient resume and cover letter, interview techniques and considerations, translating military service to suit the needs of the civilian employer, appropriate civilian work attire, optimizing military benefits and resources, and salary and benefit package negotiation. These seminars will be conducted exclusively in the Washington, DC area. The contractor will provide the seminar facility including setup, parking fees associated with the facility and necessary support equipment. Facility size should be adequate to seat approximately 15 participants and attending spouses. The Navy intends to solicit for a Firm Fixed Price, Indefinite-Delivery/Indefinite-Quantity type contract for a base period of one (1) year, with (2) two, 12-month option periods. The anticipated contract award effective date is 1 FEB 2012. Indefinite-Delivery/Indefinite-Quantity type provisions for the placement of firm fixed price (FFP) task orders are anticipated. Quoters shall be required to submit both price and technical quotes. The solicitation will consider the quoter ™s technical quote more important than the quoter ™s price quote. This procurement will be a follow-on to contract N00189-07-D-Z002. The applicable North American Industry Classification System (NAICS) Code is 611430, and the size standard is $7.0M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. The solicitation, N00189-12-Q-Z026, will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. All responsible sources may submit a quote which will be considered by the Government. The solicitation response date is tentative and subject to change. The closing date of the Request For Quotes (RFQ) will be established in the RFQ. Quoters must be registered in the Central Contractor Registration (CCR) database to be considered for award.
