- NASA Ames Research Center (ARC) has negotiated a contract with the NeerimCorporation of Mountain View, CA, as the only responsible source to lead the ORION MainHeatshield ablatogr and compression pad thermo-structural independent analysis for NASAin support of the ORION Thermal Protection System (TPS) Critical Design Review (CDR),completed February 2011. NASA also requires support from the Neerim Corporation for thethermo-structural independent analysis effort of the ORION TPS for the ORION Backshell.NASA/ARC intends to exercise option periods 4 & 5 on this contract for a total of 5months. With all options exercised, the total overall contract period of performance willbe 24 months. In accordance with FAR 6.302-1(a)(2)(iii), for DoD, NASA, and the Coast Guard, servicesmay be deemed to be available only from the original source in the case of follow-oncontracts for the continued provision of highly specialized services when it is likelythat award to any other source would result in substantial duplication of cost to theGovernment that is not expected to be recovered through competition, or unacceptabledelays in fulfilling the agencys requirements. This procurement is a continuation and outgrowth of highly specialized work currentlybeing performed by the Neerim Corporation under subcontract to Eloret NNA04BC25C. TheNeerim Corporations personnel constitute the original source for this work. Because ofthe Neerim Corporations unique capabilities and experience in this highly specializedfield, exercising the options to any other source would result in substantial duplicationof cost to the Government that is not expected to be recovered through competition.Competition would also result in unacceptable delays in fulfilling NASAs requirements. The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon November 15, 2011 to Christine.M.Benavides@nasa.gov. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct option4 & 5 of this procurement on a competitive basis. A determination by the Government notto compete the proposed option periods on a full and open competition basis, based uponresponses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
