Description
NASA/JSC has a requirement for maintenance support services for Astrium builtcustom components in the Data Management System-Russian (DMS-R), Service ModuleIntegrated Test Environment (SITE), and the Autonomous Transfer Vehicle (ATV) simulatorsof the Software Verification Facility (SVF) located at the Sonny Carter TrainingFacility/ Software Development and Integration Laboratories (SDIL). This procurementwill be comprised of two phases, with the first phase establishing support services thatincludes help desk support and phone contact. The second phase will include time andmaterial costs, along with on-site investigation and repair or replacement of failedparts, which will be issued through call orders. NASA/JSC intends to enter into a Blanket Purchase Agreement (BPA) with Astrium for theseservices on a sole source basis for a period of 8 years and, through December 31, 2020. Astrium is the hardwares original equipment manufacturer (OEM), and the equipment wascustom built for NASA using Astrium parts. The custom built computer components withinthe DMS-R, SITE, ATV, and SVF simulators as well as the actual flight computers on-orbitall contain custom manufactured Astrium parts.Should an incident occur onboard theInternational Space Station (ISS), no other contractor has the ability to diagnoseAstrium computers located on the ISS and Russian segments, while providing ground supporttowards an anomaly resolution.The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:30 p.m. local timeon November 16, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
