RFI - COMSAT Posted Date: 1 November 2011 Responses Due: 15 November 2011 NLT 1500 EST This is a Request for Information (RFI) in accordance with FAR Part 15.201 Exchanges with Industry before Receipt of Proposals. The Government seeks to identify interested offerors for a potential procurement action and to gather information that may influence the shape of a potential future Request for Proposal (RFP). This announcement is for market research purposes only and it does not constitute a RFP, quotation or bid. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not restrict the Government to any ultimate acquisition approach or strategy. The Government will not pay for any information that is submitted by respondents to this announcement. Responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. The National Geospatial-Intelligence Agency (NGA) is seeking possible sources to supply Commercial Satellite Communications (SATCOM) terminals, associated connectivity services, and factory repair services. NGA may be interested in establishing a Blanket Purchase Agreement (BPA) for both supplies (terminals, spares) and services (connectivity, maintenance). Firm Fixed Priced (FFP) delivery orders are anticipated. NGA is seeking sources that can provide a solution for the following requirement (per unit): • Commercial satellite service shall be bundled and tested with the unit to ensure full compatibility between the terminals integrated modem and the provider’s infrastructure. • Weight and Case: o Unit must be portable by a single person o Unit must weigh less than 35lbs without a transit case o Transit case must be hard and airline transportable with rollers o Transit case must be capable of being locked with external padlocks o SATCOM terminal, including amplifier, transceiver, modem, dish and all supporting cabling must be packaged in a single case. • Terminal o Must have an integrated modem o Must support an external modem via L-band connections o Must provide a minimum of a 90cm dish o Must mount in a tri-pod configuration, keeping core unit off of the ground o Must have the ability to stake down or add weight to hold the unit down • Terminal Power and Temperature o Must be able to operate at temperatures between -20C and 50C o Must support power input from a standard 120VAC, 60hz outlet o Must have the ability to operate from an external battery • Setup o Must be capable of being setup and operated by a single person o Must include a GPS that attaches directly to terminal in order to determine location (Lat/Long) and automatically calculate azimuth, elevation and polarization for the user o Must include an integrated compass and inclinometer to easily allow user to point the unit o Must provide the user with an integrated method to view signal strength and/or lock on the selected satellite • Cable Requirements o Must include a 300 ft ruggedized Ethernet cable (Mil-Std connection at terminal) o Must include a power cable (Mil-Std) at terminal • Support Requirements o Must be delivered with a 3 year hardware warranty and 3 years of technical phone support at the time of acceptance. (8x5 (hours x days) standard with 24x7 emergency contact available; next day delivery of parts anywhere in CONUS) • Service Requirements o Must provide dedicated service (not shared bandwidth) o Must provide at least 3Mbps downlink and 1Mbps uplink o Must provide direct commercial Internet access o Must provide 99% guaranteed uptime o Must provide access to 24x7 telephone technical support o Service must be compatible with the terminals integrated in the modem and shall be configured and tested prior to acceptance • Performance/Delivery Locations o Systems will be used, and must provide connectivity coverage over all 50 states o Units will be delivered to, and stored within, the Northern Virginia and St Louis, MO regions The suggested North American Industry Classification System (NAICS) code is 423620. Electrical and Electronic Appliance, Television, and Radio Set Merchant Wholesalers. RFI responses shall provide, at a minimum, clearly annotated answers to the following questions: Question 1) Do you provide this type of supplies and/or services to other Government customers? What contract type is used for which Government customers? Question 2) State whether you be interested in bidding this effort as a prime contractor or as a subcontractor. Would you propose on this requirement if released? Question 3) At what quantity points (e.g. 2, 10, 20) do bulk discounts typically take effect? Question 4) Do you have a GSA schedule that encompasses all of the hardware and services described in this RFI? If so, provide the name of the contractor, GSA schedule number, and the GSA price list. Question 5) Describe the maintenance support concept for your equipment. Is training available to service the system? Question 6) The Government will create a bidders list and intends to post this list onto the FedBizOps website. Please state any objections to placing your company’s name and POC information onto this site. Question 7) What business type are your? (e.g. large, small, small disadvantaged, etc) Question 8) The anticipated NAICS code for this effort is 423620 Electrical Appliance Television Set Merchant Wholesalers. Is there another suggested NAICS code? If yes, please provide. Additionally, interested and qualified sources should provide the following in accordance with the submittal instructions below: Capability: Provide a corporate capability statement that describes your company’s ability to provide the above items. Price: Provide any existing corporate catalog which prices the above units and option units. Identify any applicable discounts or GSA schedule pricing. Delivery: Identify expected delivery timelines applicable to the above items. References: Identify references including name, organization, phone number and email for individuals your company has sold any of the above items. Business Size: Provide your business size in accordance with NAICS Code 423620 (in addition, any small disadvantaged business designations.) GSA Contract Vehicles: Provide any existing GSA Contract numbers applicable to the above items. Submittal Instructions Submissions are due no later than 3:00 p.m. Eastern Standard Time (EST) by the date shown above. Your response must include: business name, address, telephone, fax, email address, website address (if any), CAGE code and DUNS number, the full name of a company point of contact (POC), POC email address and POC telephone number. Potential Offerors not responding to this announcement will not be precluded from any further participation. Respondents are hereby notified that the Government may utilize Support Contractors to provide technical advice on the responses. All questions whether general, contractual, or technical shall be submitted via e-mail to Candace.f.wilson@nga.mil no later than the time responses are due. The Government will endeavor to respond to all questions. Valid questions and responses will be posted without reference to the company submitting the question, for all interested parties to review.
