- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC), Crane Division will hold a pre-solicitation conference for vendors interested in participating in the development of Significant Technological Advances in Signature Suppression for Small Arms employed by Special Operations Forces (SOF). The SOF Weapons and Weapon Accessories (WPNAC) Program will be hosting the pre-solicitation conference in conjunction with the Shot Show on 14 January 2012 at the Hilton Garden Inn, Las Vegas Strip South, 7830 S. Las Vegas Blvd., Las Vegas, NV. Discussions will be to convey the overall approach, proposal requirements, and schedule for this program and will include a question and answer segment. Pre-registration is required. This effort is identified as the Small Arms Signature Reduction-Machine Gun (SASR-MG) until such time as the Government may assign formal nomenclature. The SASR-MG effort is underway to establish a Research and Development (R&D) Project to develop marked improvement in performance over fielded signature suppression items and to extend signature suppression to designated weapons currently without signature suppression. This effort is intended for light machine guns, medium and heavy machine guns, including, but not limited to the M240 family, M249, MK46 and MK48 Crew Served Weapons. It is anticipated that a Request for Proposals (RFP) will be issued in the weeks following the pre-solicitation conference. Submission for the upcoming RFP should be in the form of a White Paper and/or supplemental technical documentation that define the technology or item/s and associated hardware. Specific areas of interest for advanced technology are listed below. Advancements in Materials and Designs Point Of Impact (POI) Shift Repeatability, Reduction, and Elimination for suppressed/non-suppressed fire with both hot and cold weapons Improvements in Flash, Sound, Thermal and Chemical Suppression Recoil Management Size & Weight Reduction First-shot Flash Reduction Improved Sustainability for Life Cycle Cost Reduction Improvements in System Accuracy, Interoperability and Reliability Blowback/System Pressure Management It should be noted that the Government plans to utilize employees from Science Applications International Corporation (SAIC), Wexford Group International (WGI), Booz Allen Hamilton (BAH), TriStar Engineering, Inc (TSE), Kell-Sibley Tactical, and possibly other direct Government contractors as advisors to the Government. Vendors interested in attending the pre-solicitation conference must provide the company and individual name(s) of attendees, including contact information to Ms. Stacy McAtee at stacy.mcatee@navy.mil no later than 16 December 2011, 4:00pm (EDT). There will be a maximum of 2 attendees per vendor. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
