Description

Under the authority of FAR 6.302, NETSMART TECHNOLOGIES is the sole proprietor of this METHADONE DISPENSING SYSTEM AND IS THE ONLY PROVIDER FOR SERVICE thereof no other supplies or services will satisfy VA PITTSBURGH SYSTEMS requirements. The Dept. of Veterans Affairs, VISN 4 CONTRACT OFFICE intends to NEGOTIATE a sole source award to NETSMART TECHNOLOGIES for a base year plus four (4) option year contract for the purchase of an ANNUAL SERVICE CONTRACT FOR THE NETSMART MTHADONE DISPENSING SYSTEM. This product will be used at VAMC PITTSBURGH UNIVERSITY DRIVE C and will SERVICE existing equipment to maintain consistency and agency standardization. SOLE SOURCE JUSTIFICATION: Under the authority of FAR 6.302, NETSMART TECHNOLOGIES is the sole proprietor of this dispensing system and the maintenance thereof, and no other supplies or services will satisfy VISN 4 VAMC Pittsburgh requirements. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Maintenance of this system performed by the proprietor is essential to and has the only solution to meet the agency's requirements at the using service Medical Facility. Further market research and analysis indicates other companies' similar products, or products lacking a particular feature, do not meet, or cannot be modified to meet, the agency's needs. The medical center has found that with this maintenance agreement, the agency can maintain its current standardization requirement and consistency within the medical facility. The government would incur undo substantial cost and risk by using a different vendor that has not been certified and trained by the NETSMART TECHNOLOGIES on performing annual maintenance. The cost to compete in an attempt to procure different brand name product does not out weight the benefit of maintaining our current standardization and consistency within the agency's operating facilities. This notice of intent is neither a request for quote nor a solicitation of proposals. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Detailed capabilities must be submitted to Jesse Rumbel, jesse.rumbel@va.gov no later than November 4, 2011@ 12 pm Eastern Standard Time. No telephone or fax request shall be accepted.
