- Description
- USTRANSCOM/TCAQ-R anticipates issuing an RFP on or about 12 Mar 12 for Air Terminal and Ground Handling Services (ATGHS) at Al Udeid Air Base, Qatar. Services include providing all technical support, personnel, supervision, equipment, tools, materials and other items and services as required to perform ATGHS on behalf of the Air Mobility Command in support of the Department of Defense Airlift System to include but not limited to all US Government owned or operated aircraft, US sponsored foreign government aircraft, Coalition Forces aircraft, commercial contract aircraft, and tendered aircraft. The contractor shall facilitate on-time aircraft departures and maintain the ability to provide sustained ATGHS for a working Maximum on Ground capability of three wide-body aircraft or the equivalent thereof. Handling of classified information will require the contractor to have a facility clearance prior to contract performance start. This procurement is unrestricted however only United States firms may submit an offer as a facility clearance can only be issued to US firms. The period of performance is 1 Oct 12 through 30 Sep 13 (transition period 1 Oct 12 -31 Dec 12, initial familiarization training at Al Udeid AB 1 Jan - 28 Feb 13, contractor stand-alone performance begins 1 Mar 13). Two one-year option periods will allow performance through 30 Sep 15. Best Value Source Selection Procedures will be used to evaluate offers. Evaluation criteria will include past performance, staffing, implementation, and price. Past performance, staffing and implementation will hold equal value and will be evaluated on a basis significantly more important than price. A preproposal conference and site visit is tentatively scheduled for 28 Mar 12 at Al Udeid Air Base, Qatar. Information on the requirements for attendance at the preproposal conference was previously posted to FedBizOps on 20 Oct 11. All responsible sources may submit an offer which shall be considered by the agency.
