- REQUEST FOR INFORMATIONFOOD SERVICE PROGRAM1.0Description1.1 The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC)Exchange Council (herein called the Exchange) is seeking information about potentialsources for a Single or Multiple Award food service concession agreement(s) at KSC. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely forinformation and planning purposes it does not constitute a Request for Proposal (RFP)or a promise to issue an RFP in the future. This request for information does not committhe Exchange to contract for any supply or service whatsoever.Further, the Exchange isnot at this time seeking proposals and will not accept unsolicited proposals. Respondersare advised that the Exchange will not pay for any information or administrative costsincurred in response to this RFI; all costs associated with responding to this RFI willbe solely at the interested partys expense. The responses to this RFI may be used toassist the Exchange in developing a statement of work and evaluation criteria in supportof a future procurement. Not responding to this RFI does not preclude participation inany future RFP, if any is issued. If a solicitation is released, it will be synopsizedon the Federal Business Opportunities (FedBizOpps) website. It is the responsibility ofthe potential offerors to monitor this site for additional information pertaining to thisrequirement.2.0BackgroundThe Exchange is a non-appropriated federal instrumentality (NAFI) operating for thebenefit of NASA and supporting contractor employees. The Exchange administers and managesoperations and activities that create revenue which helps finance activities created tocontribute to the efficiency, welfare, and morale of approximately 9,000 KSC personnel.The Food Service Program (FSP) is an essential service among the KSC Exchangeresponsibilities and activities and a contributing force in the continuing well-being andeffectiveness of the KSC workforce. Food service contributes to the social environment ofthe Center and plays a role in the recruitment, retention and overall satisfaction of itsworkforce. In addition to the food services under the Exchange Operations, the Divisionof Blind Services manages four snack bars and two vending routes at various sites onCenter, and those snack bars and vending routes will remain in operation. There arecurrently seven full service cafeteria facilities and one central kitchen located at KSC.The Exchange is seeking to design and maintain a food service program that meets theneeds and enhances the quality of life for the KSC workforce.It is expected that the FSP meet the following objectives. (This list is not in order ofimportance)To provide maximum satisfaction to customers through an efficient and effectiveoperation To provide appetizing, appealing and nutritionally sound food alternativesTo maintain attractive facilities conducive to social interaction and adhere toexcellent sanitation and safety standards To promote nutritional awareness, and to enlarge employees eating experiences byoffering a variety of foods and styles of cuisine To maintain or create a consumer feedback process that is constantly refined so as tomaintain its vitality and interestTo effectively implement vibrant marketing strategies To give the utmost care in establishing and maintaining a creative, hospitable andquality-oriented catering program that meets the needs and exceeds the expectations of avariety of Center constituencies. To offer the latest food concepts, in addition to exceptional service and convenientoperating hours which are responsive to the needs of the KSC workforceTo enhance the quality of the food services program and increase sales while maintainingcosts at a reasonable levelTo employ state-of-the-art technology to support the food service operationNASAs Exchange has several food services requirements that are anticipated within thenext year. The anticipated requirements are one of each of the following: Traditional cafeteria: Providing creative, appetizing, appealing and nutritionally soundunbranded breakfast and lunch food alternatives.Food court: Offering a minimum of four branded concepts with a variety of choices forbreakfast and lunch. Independent branded restaurant: featuring a recognizable and successful brand thatprovides quality and exceptional food for breakfast and lunch. Catering: A non-exclusive catering program for special events including, but not limitedto, launches, celebrations, professional luncheons, holiday activities, meetings, andtraining events. NASAs Exchange plans to issue a single Request for Proposal (RFP) that may result in theaward of a single or multiple concession agreement(s) for each of the categoriesidentified above. The concession agreement(s) will be a minimum five-year performanceperiod, but may be awarded for a longer period of performance dependent on the proposedcapital investment of the potential concessionaire(s). The resulting concessionagreement(s) will be utilized to support the Exchange in providing a vibrant and qualityfood service at the KSC.3.0 Responses3.1 Interested parties are requested to respond to this RFI with a capability package.The capability package(s) are due no later than 4:00 PM EST on November 18, 2011.Responses shall be submitted via e-mail only to Xaivian.L.Raymond@nasa.gov. Proprietaryinformation, if any, should be minimized and MUST BE CLEARLY MARKED. To aid theExchange, please segregate proprietary information. Please be advised that allsubmissions become Exchange property and will not be returned.3.2. The capability package shall be limited to three pages (8.5 x 11) per category andshall include the following as a minimum:3.2.1. Name, mailing address, overnight delivery address (if different from mailingaddress), phone number, fax number, and e-mail of designated point of contact.3.2.2. Identify the interest and ability to effectively and efficiently perform one ormore parts of the above requirements.3.2.3. List of projects relevant to the appropriate technical requirements and a briefdescription of each project completed within the last 3 years. Examples of relevantprojects shall demonstrate the ability to either perform or coordinate these activitiesas well as the capability to perform multiple projects simultaneously.3.2.4. Recommended strategy. Interested parties are encouraged to be innovative andpropose enhancements and alternative approaches for addressing KSCs needs effectively. 4.0 Industry Site VisitThe Exchange representatives have scheduled time for industry to participate in a KSCsite visit. The site visit will only be intended to tour food service facilities locatedat KSC. The site visit is scheduled on November 7, 2011. Verbal questions will NOT be accepted.Accordingly, questions shall NOT contain proprietary or classified information.
