Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) located in Alexandria, LA has a requirement for a demonstration project featuring non-rock alternatives for shoreline protection along coastal areas in Louisiana. The NRCS is soliciting a Request for Technical and Cost Proposals (RFP) for systems to be used as non-rock alternatives for shoreline protection construction contracting. The intent of this demonstration project is the installation of a non-rock shoreline protection system(s) at three different locations in coastal Louisiana. The system or system(s) shall be designed, fabricated, transported and installed by the Offeror(s) adjacent to and tested against other non-rock shoreline protection systems. Site locations are identified as "Shark Island" located on the western side of a peninsula separating Vermilion Bay and Weeks Bay in Iberia Parish, "Lake Salvador" located on the southeast shoreline of Lake Salvador in Jefferson Parish, and "Bayou Perot" located on the western shoreline of Bayou Perot in Lafourche Parish, LA. The purpose of the project is to install and monitor various shoreline protection system(s) in areas of the state where physical, logistical and environmental limitations preclude the use of currently adopted methods. Factors which will play a major role in these endeavors are unstable soil conditions, subsurface obstructions and accessibility problems which severely limit the alternatives of shoreline protection. Proposed shoreline protection system(s) shall be signed for a 20-year life and have the capability to significantly reduce shoreline erosion rates and potentially promote sediment accretion while also considering environmental and physical challenges at each site. The period of performance is 240 calendar days. The RFP will be issued approximately 15 calendar days from the date of this notice. This acquisition is a total small business set aside. All responsible offerors will be considered by the agency. As a planning tool and to assist all offerors, we are providing advance notice of the dates for the site showings. The site showings have been scheduled for November 16 & 17, 2011 in each of the three locations identified in this notice. The specific details relative to the times and meeting locations will be provided in the solicitation package to be posted on or about November 15, 2011.
