- Q1. "Is this project for a Category-I Airfield, or for an airfield that will deploy VFR/VMC and Non-Precision IFR/IMC operations?" A1. NAVAIR is seeking to a system capability to accommodate operations under CAT-I Precision IFR conditions but is also capable of being scaled down to accommodate non-Precision IFR or VFR operations when appropriate. Q2. "Is Semi/Permanent Runway Centerline Lights (RCL) required by this contract?" A2. Specific airfield lighting components have not been identified at this time." Q3. "Is near IR LED capability for NVGs mandatory for this project?" A3. Specific component performance parameters have not been identified at this time. Future requests for information may contain Key Performance Parameters (KPPs) for individual components. Q4. "... would your program office allow our Bidding Team to source that from a third-party OEM... or you would frown on multi-tier Bidding Teams that include several OEM Sub-Contractors contributing the various pieces? For example, would it be acceptable to phase the deployment such that Solid State Lighting would be deployed immediately, and then later the Solar-powered LED (NVG-integrated) lighting would deployed?" A4. The use of an appropriate sub-component third-party OEM is acceptable to achieve the desired KPPs once determined. As stated in the RFI, the acquisition strategy has not yet been finalized; therefore, discussion of a phased deployment schedule cannot take place at this time. Q5. What range of system size is desirable - what size aircraft needs to be accommodated? A5. Although Key Performance Parameters (KPPs) have not yet been defined, SLS must be capable of supporting all types and models of US Marine Corps aircraft, and other US forces and allied aircraft that support USMC operations. Q6. Are you looking at runway lighting only, or are you considering apron and other lighting? A6. Taxiway edge lighting is desired as part of SLS. Specific KPPs have not yet been determined. Q7. How portable does the system need to be? Are there time restrictions for set up and removal? A7. Although it is envisioned that different elements of the SLS may have individual packaging, embarkation, set-up and removal requirements; specific KPPs have not been determined at this time. Q8. The solicitation calls for potential support functions. What type of support is envisioned - technical, operational or both? A8. Respondents to this RFI should state all levels of support - including, but not limited to: technical (design, follow-on troubleshooting), logistics (technical documentation, training, supply support), and programmatic (component integrations) - that they are capable of performing. It is not required that each interested party be capable of performing every support function necessary to develop, produce and sustain SLS.
