- Tactical Air Control Party Modernization (TACP-M) Mini Thermal Monocular (MTM) AN/PAS-23 Interim Contractor Support (ICS) Request for Information (RFI) 28 October 2011 1. The TACP-M Program Management Office (PMO) is seeking potential sources capable of providing Interim Contractor Support (ICS) for the Mini Thermal Monocular (MTM) AN/PAS-23 as appropriate. The MTM is a handheld thermal imaging device with an integrated IR laser pointer and digital camera. The thermal imaging capability of the MTM allows for observation and target identification under adverse conditions including light rain, smoke, light snow, and low light to total darkness. The digital camera enables acquisition, storage, download, and recall of viewed thermal images. There are currently 930 MTMs utilized by TACPs to coordinate Close Air Support (CAS) missions. 2. ICS will require the following: receiving and shipping the equipment CONUS/OCONUS; inspection to determine condition and reparability; equipment repair (turn-around ≤ 30 days); collection of metrics (i.e. Mean Time Between Failures (MTBF), Mean Time To Recovery (MTTR), analysis of failures, etc.); manage spare units and ship spare unit upon receipt of failed unit. 3. Sources should consider these main objectives when responding to this inquiry: a. Have the ability to diagnose, repair, and test the MTM in accordance with Original Equipment Manufacturer (OEM) specificationsb. Have the capability to send and receive shipments to/from overseas through Customs 4. The MTM ICS is comprised of five main areas. Please specify, in detail, how you would execute each. If applicable, describe any teaming arrangements and the distribution of work across the team..Equipment Maintenance.Inspect.Troubleshoot.Repair.Test.Storage.CONUS/OCONUS shipping and receiving.Metrics generation and reporting.Cost reports 5. The applicable NAICS codes are: 811219 and 541614. No formal solicitation document exists at this time. Responses to this RFI should include the following: company name, address, business size (large, small, small disadvantaged, 8(a) concern, woman-owned, veteran-owned, service-disabled veteran owned, or HUB Zone small business), the identification of all major subcontractors (if any), whether a U.S. or foreign owned entity, a company Point of Contact (POC), and the firm's experience with the MTM and any other pertinent information which demonstrates ability to meet the above requirements. Responses shall not to exceed 10-pages (double-spaced, 1-inch margins, 12-point, Times New Roman font). All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. 7. Issuance of this RFI does not restrict the Government as to its ultimate acquisition strategies. The Air Force will not reimburse respondents for costs related to submission of any information, documentation or data. As stipulated in Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for the information solicited or recognize any costs associated with the submission of responses to the RFI. The purpose of the RFI is to provide an opportunity for industry to enhance the success of any future procurement for these products. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. By submitting information in response to this RFI, submitters consent to the release and dissemination of submitted information to any Go! vernment or non-Government entity to which the Contingency Contracting Task Force, of the Office of the Under Secretary of Defense (AT&L), releases and disseminates the information for review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. This RFI is being used to obtain information for planning purposes only and the Government does not presently intend to award a contract at this time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
