Description
COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for a Computer Science Technologist Expert on commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for proposal (RFQ). Submit quotes on RFQ 68-129E-2013. There is no particular format. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52; 31 May 2011. (IV) This is a 100% Small Business set-aside for this procurement. The associated NAICS code is 541519. The small business size standard is $25.0M'. (V) This combined solicitation/synopsis is for purchase of a Computer Science Technologist Expert. The statement of work is as follows: Statement of Work (SOW) Electronic Voting Systems Technical Consultant Background Information: The Office of Labor-Management Standards (OLMS) administers and enforces the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) and related laws, which primarily establish safeguards for union democracy and union financial integrity and require public disclosure reporting by unions and others. The LMRDA establishes certain minimum standards that unions must observe in conducting elections of officers which include notification of nomination and election proceedings, secret ballot voting among the members in good standing where required, the prohibition against the use of union or employer funds to promote the candidacy of a particular individual, as well as other safeguards to ensure a fair election. The LMRDA provides that a union member may file a complaint with the Secretary of Labor after pursuing internal union remedies. The LMRDA provides for the Secretary to investigate each complaint and, if a violation is found that has not been remedied, to file a civil suit in federal district court within 60 days after the member filed the complaint. Due to this statutory limitation, election investigations must be conducted expeditiously. Objective: The objective of this effort is to provide OLMS with a computer science technologist with expertise in the area of electronic voting systems to provide technical assistance and guidance to OLMS with respect to the investigation of electronic voting systems in union officer elections. Experience/Qualifications: · In-depth knowledge of software architecture, hardware, cryptographic protocols and verification systems as applied to electronic voting systems. · In-depth knowledge of computer science, systems, security, usability, and technology policy. · In-depth knowledge of election technology, procedure, law and practice. · Ability to evaluate voting system usability as applied to law and procedure. · Excellent verbal and written communication skills. Period of Performance: From the contract award date through January 31, 2012. Tasks: · The contractor shall review and analyze information, data, and documents obtained in the course of OLMS investigation. · The contractor shall review and analyze OLMS investigative reports and memoranda. · The contractor shall provide technical assistance, guidance, and recommendations to OLMS staff concerning the review, analysis, and evaluation of the information, data, and documents obtained in the course of investigation and options for additional investigative activity. · The contractor shall provide such technical assistance, guidance, and recommendations in the following forms: • Ten (10) private meeting consultations; • Three (3) written reports. Privacy: Portions of information disclosed during the performance of these tasks are protected by the provisions of the Privacy Act of 1974; therefore, all personnel assigned to this contract are required to take proper precautions to protect the information from disclosure. Ownership: All products and deliverables developed under this SOW are the property of the U.S. Government and the Department of Labor. Non-Disclosure of Investigation Case File Information: The Contractor shall not release, publish, or disclose any information obtained by the Contractor in the course of the contract or OLMS investigation to any party outside of OLMS. (VII) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (IX) The clause at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2011), applies to this acquisition (See attached). (X) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (June 2010), applies to this acquisition. (XV) The Government intends to award a firm-fixed-price order resulting from this combined synopsis/solicitation.
