The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Question: Shouldn't there be a line item for both versions of Z87 for both full assessment and for high velocity. Because the samples are reduced in 2010 for high velocity so too will the price for the test and a full assessment? There is no reference to what version of ANSI Z87.1. There is also no indication as to how many samples are to be assessed foreach of the tests defined. Answer: The statement of work attached to the solicitation defines alltesting required. Paragraph titled "Compliance with ANSI Z87.1" states that aminimum of three samples shall be tested for each test if less than threesamples are specified. It also states that the contractor shall be ableto perform the testing as defined in ANSI Z87.1-2003 and ANSI Z87.1-2010. It will be specified in the sample submission form which ANSI methodwe would like to follow for the testing. If there is a price differencefrom the -2003 method to the -2010 method then the contractor shall quote aprice for both. If there is no price difference then the contractor shallquote only one price and state that the price is the same for both ANSIZ87.1-2003 and ANSI Z87.1-2010. In addition when determining pricing the section titled "ANSI Z87.1High Velocity" attached to the solicitation defines how the high velocitytesting shall be performed and the contractor should quote a price to reflectthe work and materials required to perform the test in accordance with theSOW. QUESTION: The SOW states that the all headforms shall have a hardness of 60 +/-5 ShoreA. The following is extracted directly from the SOW:This specification is likely acceptable for a true "Alderson Headform" fromthe OEM (First Technologies). However copies of Alderson headform fromother suppliers, of which we have two in house are between 40 and 50 Shore A. The EN headforms are explicitly defined in EN168 specification to be 50 +/-5IHRD.The location this hardness specification applies to should also be defined.Hardness of the headforms seem varies approximately 5 units from location tolocation on the headform. This is a function of the thickness of the rubbercoating and the geometry of the surface being measure. Hardness is typicallyis measured on flat surfaces and when measuring curved surfaces there arecorrections factors for the radius of the surface. If possible this item needs to be clarified.ANSWER: The SOW should state 50 +/- 5 shore A or 50 +/- 5 IHRD. Location tested shallbe on the flattest portion of the head form on the top of the head.
