Description
The Lebanon VA Medical Center has a requirement for Project No. #595-11-116; Widen and Resurface Front Drive. A Firm-Fixed Price Construction award is anticipated. Contractor shall furnish management, supervision, labor, transportation, equipment, and materials, and perform work to include demolition, general construction, alterations, and certain other items as required by project scope of work. This project is a design build project, which will resurface and widen the front drive of the medical center. The drive is approx. 2700 Feet long, and is currently 26 feet wide. The drive will be widened to a width of 30 feet. It is expected that the contractor will provide design services, construction period services, labor, materials and supervision to complete the job as indicated by the VA. This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Additionally, this acquisition will be conducted in accordance with FAR 15.101-1, Best Value/Tradeoff Source Selection Process where award will be based on technical capabilities are significantly more important than price. Solicitation documents will be available electronically on or about November 17, 2010, at the following website: www.fbo.gov. Offerors will search for solicitation VA-244-10-RP-0276 to access solicitation documents and any Amendments. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. The NAICS Code for this project is 237310. Project Magnitude: Between $1,000,000 and $2,000,000. Contract Completion Time will be One Hundred and Eighty (180) Calendar Days. Ninety (90) day bid acceptance period will be required. Bid bond, Payment and Performance bonds will be required. A pre-proposal conference will be held on or about Thursday, December 1, 2011 at the Lebanon VA Medical Center, 1700 S. Lincoln Ave, Lebanon PA 17042. Exact time and location will be definitized in the solicitation. This pre-proposal conference is not mandatory; however, all potential Offerors are strongly encouraged to attend. This will be the only site visit held. There will be no response to any other request for site visits. This will serve as the perfect opportunity for contractors to fully understand the project, as there will be representative(s) from engineering, contracting and the program office in attendance. Electronic or phone requests will not be accepted, nor will electronic proposals. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to the solicitation contents or general questions must be addressed in writing on company letterhead, containing a point of contact, the solicitation number, email address, phone and fax numbers and must be addressed to the contracting officer listed. All potential contractors must be registered in www.ccr.gov to do business with the Government and must have completed online Representations and Certifications at http://orca.bpn.gov. Ensure your registration is correct, current and has not expired. All prospective contractors must be registered in VetBiz at www.vetbiz.gov, to be considered for award. This procurement is subject to the availability of funds in accordance with FAR 52.232-23, Availability of Funds (APR 1984). Project #595-11-116 "Widen and Resurface Front Drive" This project is a design build project, which will resurface and widen the front drive of the medical center. The drive is apporx. 2700 Feet long, and is currently 26 feet wide. The drive will be widened to a width of 30 feet. It is expected that the contractor will provide design services, construction period services, labor, materials and supervision to complete the job as indicated by the VA.
