- SF-30 Amended combined synopsis/solicitation PART 1. GENERAL. 1.1 This project involves the supply and delivery of a base amount of approximately 1,500 tons of stone riprap material to be placed on Government barges located at the upstream side of Lower Saint Anthony Falls Lock and Dam (LSAF), 1875 West River Parkway, Minneapolis, MN 55454 (see Attachment 1). The required work includes only the supply and delivery of these materials onto Government material barges; actual placement of such delivered materials will be performed by the Government. 1.1.1 There are options for an additional 250 tons and 1,150 tons of riprap material that the Government may exercise. 1.1.2 It shall be the responsibility of the Contractor to schedule and execute the work, incorporating the necessary requirements set forth in these specifications. The Contractor shall be able to deliver the rock material during the approximate rock delivery time of November 7 to November 11, 2011. 1.2 SAFETY PROVISIONS The Contractor shall perform all work associated with this contract in accordance with the November 2008 edition of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1. 1.3 SUBMITTALS. 1.3.1 General. The Contractor shall submit the following as required. Approval of submittals will not relieve the Contractor of responsibility to furnish materials as required. In order to make the submittal process as efficient as possible, the Contracting Officer's Representative may give verbal response to a submittal followed by the written response at a later date. In this case, the submittal response date will be the date that the verbal response is given. a. Material Source as specified in PARAGRAPH: SOURCES AND EVALUATION. b. Method of processing riprap as specified in PARAGRAPH: MATERIALS. c. Gradation as specified in PARAGRAPH: GRADATION. d. Weighing Operations as specified in PARAGRAPH: MEASUREMENT. e. Delivery Tickets as specified in PARAGRAPH: MEASUREMENT BY WEIGHT. 1.3.2 Submittals shall be submitted in ample time to secure approval prior to the time the items covered thereby are to be delivered to the site. Submittals may be provided by email to Mr. Lew Riggin at lewis.t.riggin@usace.army.mil. 1.4 MEASUREMENT AND PAYMENT Payment items for the work of this contract are listed in the BIDDING SCHEDULE and described below. The payment items provided for on the bidding schedule embody the majority of the work; but the work descriptions provided below do not specifically discuss all incidental work required to complete the contract work. 1.4.1 Riprap Measurement and Payment will be by the ton (TN) (2,000 pounds avoirdupois) of material acceptably delivered within the tolerances specified. Payment will be made at the contract unit price and will constitute full compensation for furnishing all labor, materials and equipment for delivery of riprap material onto barges provided by the Government. PART 2. PRODUCTS 2.1 MEASUREMENT 2.1.1 Measurement by Weight Materials paid for by weight will be measured by weighing each truck load on approved scales before delivery. Scales shall be of sufficient length to permit simultaneous weighing of all axle loads and shall be sensitive to a change in load of 0.2 percent throughout the range of the scales. The scale's accuracy shall conform to the applicable requirements of NIST HB 44 and shall be certified by scale servicing company or by an inspector of the State Inspection Bureau. Each load shall be accompanied by a delivery ticket certified by the weighmaster. Delivery tickets shall be collected by the Contractor, and copies thereof shall be furnished to the Contracting Officer. As a minimum, each ticket shall contain the following information: (1) Date and time. (2) Vehicle number. (3) Gross weight. (4) Vehicle tare weight. (5) Net weight. (6) Job total for material weighed. (7) Signature of weighmaster. 2.2 MATERIALS. 2.2.1 Riprap shall be a durable quarried stone of suitable quality to ensure permanence in the Upper Mississippi River environment. Stone shall be free from cracks, seams and other defects that would unduly increase its deterioration from natural causes. 2.2.2 Specific gravity. Stone shall have a specific gravity of not less than 2.55 and not more than 2.75. 2.2.3 Shape. Neither the breadth nor thickness of any individual stone shall be less than one‑third its length. 2.2.4 Gradation. Riprap shall be a MnDOT Class IV or V riprap meeting the requirements of the MnDOT Standard Specification for Construction section 3601Riprap Material. The Contractor shall provide test data that the riprap material meets the gradation specified. 2.2.5 Processing. The Contractor shall submit for approval a method of processing riprap at the quarry that will preclude the inclusion of objectionable amounts of fine material or organic matter. All riprap shall be processed in accordance with the method approved. Quarry-run riprap will not be accepted. All rock designated for use as riprap shall be processed over a vibratory grizzly or by an approved alternate method to insure the exclusion of poor quality rock. 2.3 SOURCES AND EVALUATION. 2.3.1 Material Sources. Potential material sources are provided in Attachment 2. Stone materials may be produced from the sources listed, or at the option of the Contractor, may be furnished from any other source(s) designated by the Contractor and approved by the Contracting Officer. The Contractor is encouraged to utilize the pre-approved sources in Attachment 1. The Contractor is required to provide the Contracting Officer with the name and location of its material source that it intends to use within 24 hours after the award of the contract. 2.3.1.1 Within 1 day after award of the contract, the Contractor shall designate only one source for the material or one combination of sources from which the Contractor proposes to furnish the materials. Samples for acceptance testing shall be provided as required by the PARAGRAPH: TESTS FOR ACCEPTABILITY. 2.3.1.2 Approval of a source of materials is not to be construed as approval of all material from that source. The right is reserved by the Government to reject materials from certain localized areas, zones, strata, or channels when such materials are unsuitable as determined by the Contracting Officer Representative. Materials produced from an approved source shall meet all of the requirements of this specification. 2.4 TESTS FOR ACCEPTABILITY. 2.4.1 Quality tests and service records will be used to determine the acceptability of stone materials. In the event suitable test reports and satisfactory service records are not available, the materials will be tested to determine acceptability. Tests to which the materials may be subjected include specific gravity, soundness, abrasion and other tests considered necessary to demonstrate acceptability. Tests will be made by, or under the supervision of, the Government and at the Contractor's expense. PART 3: EXECUTION 3.1 GENERAL 3.1.1 The required riprap materials to be supplied and delivered under this Scope of Work contract are scheduled to be placed in their final installed location by the Government. The Contractor is not required to provide equipment for placing materials or maintenance of stockpiles of delivered acceptable riprap materials. Access to each delivery location is only available via existing roadways. Travel along most of these roadways will be open to the public throughout the duration of this Scope of Work contract. The Contractor shall not block access on any roadway utilized to deliver any required riprap materials. 3.2 DELIVERY SCHEDULE 3.2.1 The delivery period for all materials shall be within the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, unless directed otherwise by the Contracting Officer. No delivery shall be made on weekends. Delivery shall be performed on an intermittent basis based on productivity of the placement. The Contracting Officer will furnish a minimum one-day notice to the Contractor prior to the required start of riprap material delivery. 3.2.1 Coordination of Riprap Material Delivery. The Contractor shall coordinate the delivery schedule with the Contracting Officer. The Contractor shall deliver and unload all required riprap materials as directed by the Contracting Officer. 3.3 DELIVERY LOCATION The quantity delivery rate of required and acceptable riprap material delivered by the Contractor must match the actual placement rate (placement by the Government). The delivery rate shall vary from 250 to 750 tons per any work day, as directed by the Contracting Officer. The Contractor shall deliver and dump the required riprap material onto floating barges (owned by the Government and/or others) that will be moored at the designated riprap delivery locations. Each barge will have the capacity of 200 ton, a 20 foot by 85 foot holding area with 2.5 foot side heights, and ramps than can be used to drive trucks onto the barges. The trucks will be required to back onto the barges to dump the riprap material. The barges and access ramps will be maneuvered by Government employees. The Contractor shall provide all other equipment and personnel needed to guide the trucks and place the riprap onto the barges. Tandem trailer dumps, bottom dumps, and side dumps will not be allowed nor permitted for dumping delivered riprap onto any of these barges. 3.3.1 Delivery Sites. The anticipated delivery location is listed below. LSAF Lock and Dam located on the right descending bank of the Mississippi River in Minneapolis, Minnesota. 3.4 CONTRACTOR QUALITY CONTROL The Contractor shall establish and maintain quality control and shall maintain records of the quality control for work under this Scope of Work in order to ensure compliance with Scope of Work contract requirements. A copy of inspections and tests, as well as corrective actions taken, shall be furnished to the Government as directed by the Contracting Officer.
