Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NWS00012, and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This solicitation is a small business set-aside. The associated NAICS code is 334519, and the small business size standard is 500 employees. This requirement is for TAMDAR soundings from aircraft. CLIN 0001, price per sounding $_______. Minimum of 4,800 and Maximum of 19,200 for a 12 month period. Soundings shall be ascent soundings and from the following airports: UNK, MCG, ANI, AKN, DLG, SDP, CDB, DUT, SNP, PBV, ANC, FWA, PAH, PIA, APN, BRD, MLU, COU, MQT, RHI, CWA, MCW, SUX, HIB, FSD, LSE, MKG, GFK, ABR, INL, PIR, BJI, TLH, TRI, CRW, ILM, JMS, CLE, LEX, SBN, and other airports to which the Contractor and the Government mutually agree to include. Soundings shall have a profile which extends from surface to at least 7500 feet above ground level. Soundings from an individual site shall not be more frequent than every once two hours. Sounding data shall be transmitted to the Government in real-time in a mutually agreed-upon manner. Sounding data can be used by the Government in real time and can be combined with other datasets by the Government to produce derived products (model output and forecast products); these derived products can be publically distributed without restrictions provided that the sounding data is not viewable in these derived products after a 48 hour delay, the sounding data can be distributed freely. Soundings must be an aircraft observation containing at a minimum high-quality (as determined by the Government) water vapor data (relative humidity, temperature, pressure altitude) and wind data. FAR Provision 52.212-1 applies to this acquisition, and there are no addenda to this provision. FAR 52.212-2 Evaluation, see below. The quote shall include a completed copy of FAR Provision 52.212-3 in this quote or be listed on https://orca.bpn.gov/. FAR Clause 52.212-4 applies to this acquisition, and there are no addenda to this clause. FAR Clause 52.212-5 applies to this acquisition, and the following additional FAR clauses cited in Paragraph (b) of FAR Clause 52.212-5 are applicable to this acquisition: FAR 52.203-6; FAR 52.204-10; FAR 52.219-8; FAR 52.219-28; FAR 52.222-3; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.223-18; FAR 52.225-1; FAR52.225-13; FAR 52.232-33 and FAR 52.217-8. Additionally, FAR Provision 52.211-6 applies to this acquisition and is incorporated in this RFQ by reference. With respect to Paragraph (c) of FAR 52.211-6, it is understood that, as noted above, a demonstration of the offeror's System may be required for the Government to determine that the offeror's System is technically acceptable. The evaluation will be technically acceptable low price with satisfactory past performance. Technically acceptable will consist of the following two factors: 1) Provide a technical approach that demonstrates how the scope of work will be accomplished. Government must determine that the quoted product is TAMDAR Soundings or an acceptable equal product. in accordance with the terms of this RFQ; 2) Satisfactory past performance consist of not being listed in Excluded Parties List System (EPLS) and provide two references showing work done within the last three years of similar nature, scope, complexity and amount. Factors 1-2 included in the definition of technically acceptable are mandatory Pass-Fail elements and, therefore, a 'failure' for any one of these elements will result in a 'technically unacceptable' rating. Further 'Past Performance' must, at minimum, be rated 'Acceptable,' otherwise the proposal or quote will be rated 'Technically Unacceptable.' There are no additional contract requirements or terms and conditions that apply to this acquisition.
