- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Carl Zeiss NTC, LLC., 1 Corporation Way, Peabody, MA 01960 for a 12 month service/maintenance agreement for a Zeiss 912 Omega Transmission Electron Microscope (Product Number EM912). This instrument is an essential tool for the research program in the Analytical Cell Biology Section (ACBS) of NINDS. The ACBS Laboratory of Neurobiology engages in fundamental research on the structural and physiological basis of excitotoxic injury of large central nervous system neurons. A critical instrument for this research is a Zeiss 912 energy-filtering transmission electron microscope (EFTEM) with capabilities for low-dose, quantitative imaging, energy filtering, and cryoelectron microscopy. Maintenance and on-demand repair of this microscope is essential to the productivity of this research. The service agreement includes the following: (1) Emergency repair services Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m.; (2) One (1) preventive maintenance inspection per calendar year to be performed concurrently with remedial maintenance; (3) Emergency service calls; (4) Replacement parts as required excluding consumable items; (5) Software updates when the Contractor deems it is essential to the satisfactory functioning of the microscope. Carl Zeiss NTC, LLC. is the sole provider of service agreements for the Zeiss microscope systems. Carl Zeiss NTC, LLC. provides factory-trained service engineers and has specialty and proprietary parts necessary for proper repairs of the microscope. In addition, only Zeiss personnel has access to drawings, schematics, and other items and supplies necessary for effective troubleshooting, repair, and maintenance of the microscope. The acquisition is being conducted using FAR Part 12, Commercial Items and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
