Description
This solicitation has been modified to include additional information regarding the evaluation factors, refreshment costs and to remove the small business set aside. DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ). Proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-53 are incorporated into this RFQ. OBJECTIVE The National Science Foundation (NSF) intends to procure meeting space, sleeping rooms, food, refreshments, and audio visual equipment of a high-quality facility for the 3.5 day Tri-Agency Climate Change Education Principal Investigators Meeting to be held April 16-19, 2012. The meeting space will be required only in the evening on Monday; the meeting space will be required only in the morning on Thursday. The facility must be located within a radius of 15 miles centered on the Washington Metropolitan Area and within a 10 minute walking distance from a Metro station. MEETING SPACE REQUIREMENT: The facility must provide the following spaces: One (1) large general session meeting room that can accommodate up to 300 attendees when configured for a banquet set-up on all meeting days. This large session meeting room requires 25-28 banquet round tables with 9-10 adjustable/rolling chairs per table. The same meeting room must be available each day, and after meeting hours access is required. One (1) large exhibit hall that can accommodate a reception on the first night (Monday) and a poster session on the second and third days of the meeting. The space must be large enough to hold seventy-five (75) 4'x6' double-sided poster stands, with sufficient space for viewing between aisles. Six (6) break-out group meeting rooms that can each accommodate up to 30 participants when configured for a classroom set-up. Thirty chairs should be available in each room. The rooms should be easily accessible from the large general session meeting room. All of the meeting space above is to only be utilized by NSF for the duration of the conference. Access should be provided to the rooms through 9 p.m. on Monday night; 6 p.m. on Tuesday night; 9 p.m. on Wednesday night; and 1 p.m. on Thursday. Assistance is required on the first and last day of each seminar with loading and unloading heavy boxes of materials. All applicable fees must be included. SLEEPING ROOMS REQUIREMENT: The facility must provide (or have access to) up to 150 single, private rooms with private baths for the first three nights of the conference (Monday, Tuesday, Wednesday). All lodging rooms must be at the same location as the conference facility. Internet connection is required in sleeping rooms. Participants will be responsible for paying for their own sleeping rooms; therefore a sleeping room block is needed. All applicable fees must be included. AUDIO VISUAL REQUIREMENT: Large general session room requirements: one (1) overhead projection screen; one (1) LCD projector configured for use with an NSF-provided laptop; one (1) podium with one (1) podium microphone and one (1) wireless microphone; two (2) portable, hand-held, wireless microphones; five (5) flip charts with pads required; and, wireless internet connection needed each day. On Wednesday evening, a dais/table and chairs for 5 panelists and 2 microphones will be required. All applicable fees must be included. Large exhibit hall: seventy-five (75) double-sided, free-standing, poster display stands with 4' high x 6' wide faces made of cloth or cork. [This may need to be provided through a third-party.] All applicable fees must be included. Break-out room requirements: one (1) flip chart with pad required in each room. All applicable fees must be included. FOOD REQUIREMENT: On-site restaurant needed with adjoining dining area for all meals. Meals: Vegetarian options are required. Full menu selection for dinner is required. At least a 2 ½ hour dining window needed to allow maximum flexibility for participants. Buffet breakfast needed for Tuesday, Wednesday, and Thursday for 75 participants each day. Buffet lunch needed for Tuesday and Wednesday. Reception for 200 participants needed for Monday evening. Morning and afternoon breaks for participants need to be continuous from 8:30 am-5:00 pm and include light refreshments. All applicable fees must be included. Conference related costs are subject to close review. Given the recent increase in scrutiny of conference costs, as well as the Administration's recent campaign to reduce waste, it is recommended that all refreshment costs be kept at or below $25.00 per attendee per day at full day meetings. This amount is inclusive of all service charges. NOTE: Pursuant to the National Science Foundation Authorization Act of 1950, NSF may use appropriated funding for special activities which includes meals and beverages. SUBMISSION OF QUOTE: Quotes are due no later than 4:00pm, local Washington, D.C. time, November 8, 2011. Quotes are to be e-mailed to Jannele Gosey at jgosey@nsf.gov. No faxes will be accepted. Late quotes will be subject to the terms of FAR Provision 52.212-1 as incorporated below. As provided in 52.212-1, offerors shall provide a technical description of the items being offered in sufficient detail to allow the NSF to evaluate compliance with the requirements in this solicitation. If you have questions regarding this requirement, please submit your inquiries, via email, to Ms. Gosey, no later than 12:00pm Washington, D.C. local time, November 7, 2011. INSTRUCTIONS TO OFFERORS: The quote shall clearly and fully demonstration the offeror's capability, knowledge, and experience in regard to the technical requirements described herein. Stating that you understand and will comply or paraphrasing our requirements is not adequate. 1. Technical Instructions a. Ability to meet the government's requirements. The quoter shall provide a draft contract including details regarding proposed sleeping rooms, meeting rooms, audio visual equipment and food. Quoter shall also include details regarding the facility. 2. Past Performance Instructions Furnish the following information for three (3) contracts or subcontracts awarded in the past three (3) years that are similar in size and scope to the tasks described in the Statement of Work. a. Customer's name, address, and current telephone number of both the lead contractual and technical personnel b. Brief description of contract work and comparability to the proposed effort. It is not sufficient to state that it is comparable in magnitude and scope. Rationale must be provided to demonstrate that it is comparable. c. Discuss major problems and highlight successes. d. Discuss compliance to cost/price estimate and other terms of the award. e. Identify the average number of personnel on the contract per year or percentage of turnover per year. `If you propose to use subcontractors (or teaming arrangements) to occupy a major role, provide the above information on each of the subcontractors (or team members). 3. Price Instructions The quoter shall provide a cost breakdown which includes the pricing for all of the requirements listed above. This order is to be priced on a firm-fixed basis. EVALUATION FACTORS FOR AWARD The following factors listed in descending order of importance shall be used to evaluate offers: (i) Technical - The quality of the proposed items/services and the capability to meet NSF's requirements. NSF will consider how well the offerings of the quoter meet our needs in the following areas: • Location - The ease and cost of access through personal or public transportation and the amount of time it would take for NSF, NASA, and NOAA employees who wish to attend the meeting on a part-time basis. NSF will give strong preference to quoters that have the most convenient travel time between the three agency headquarters and the meeting venue. • Sleeping rooms - The capability to provide on-site lodging for 150 attendees for each night of the meeting, with the availability of options to share rooms as a mechanism for reducing individual costs. • Meeting space - The ability to provide dedicated space for the plenary and poster sessions on a 24-hour basis. The proximity between, and ease of access to, the plenary session room, the poster session room, and the break-out rooms. • Audio-visual equipment - The overall cost of A/V equipment. • Food - The ability to provide lunch for up to 300 people in a timely manner, either through access to multiple nearby dining options or through on-site buffet set-ups. (i) Past Performance - will be evaluated for relevance to this requirement. (iii) Price - will be evaluated for reasonableness. Technical and past performance, when combined, is significantly more important than price. NOTE: The NSF reserves the right to verify the offerings of any offeror through an onsite inspection of the property. SELECTION CRITERIA NSF will make a source selection decision based on Best Value. Award will be made to the responsible offeror whose quote provides the greatest value to the Government after consideration and evaluation of all the factors. The factors in descending order of importance are as follows: Technical, Price, and Past Performance.
