Description
This publication serves as notice of intent to procure service from Pacific States Marine Fisheries Commission for Observer Program Catch Shares Support: Statement of Work 1.0 ORGANIZATION The Northwest Fisheries Science Center (NWFSC), of the National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 2.0 BACKGROUND The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. The Fishery Resource Analysis and Monitoring Division (FRAMD) of the NWFSC, requires contract support for an Fisheries Consultant for the West Coast Groundfish Observer Program. This position will assist the program in resolving the issues due to the implementation of the West Coast Trawl Catch Shares Program. 3.0 SCOPE OF WORK The contactor shall serve as a Fisheries Consultant for the West Coast Groundfish Observer Program (WCGOP). Duties include: • Collaborating with the NOAA Northwest Regional Office, the Northwest Fisheries Science Center, and NOAA Northwest General Counsel on issues related to the Catch Shares program regulations and other regional issues. • Leading redevelopment of NWFSC Observer Program website. • Assisting with outreach activities. This may include scheduling outreach events, creating outreach products, etc. • Documenting program procedures and policies. • Assist program lead with cost reduction and other special projects. 4.0 SKILLS REQUIRED The contractor must meet the following requirements: • Experience in high level management of an observer program • Experience in the west coast groundfish bottom trawl fishery and fleet • Knowledge of individual quota fisheries • Experience collaborating with a range of west coast groundfish fishery constituents, including other scientists, fishery managers, fisherman, and NGO's. • Knowledge of NWFSC observer program website • Knowledge of various tools (observers, fish tickets, shorebased observers/monitors/VMS/EMS) available to monitor fisheries In addition, the contractor must complete all security processing prior to entering the Government's facility. Security worksheets and fingerprint cards must be submitted and approval of personnel completed prior to commencing work at a Government facility. 5.0 PERSONNEL INVOLVED WCGOP Point of Contact. The NMFS Project Leader is responsible for the overall scheduling of the project activity and selection of communication needs. Regular meetings between the contractor and the NMFS Project Leader will be required to outline a work schedule and prioritize tasks. Janell Majewski from the NWFSC will be the point of contact for the vendor for questions of review and acceptance of submitted work. The point of contact will serve as co-principal investigator and will also be responsible for task coordination and acknowledgement of the hours and performance of the contractor. Ms. Breaker can be reached at (206) 860 - 3425. 6.0 TRAVEL The contractor may be required to travel to Seattle, Washington, Newport, Oregon and other locations on the west coast of the U.S. The contractor will make all of his/her own travel arrangements and shall also pay for his/her own travel costs. The NWFSC will reimburse the contractor for all costs incurred from approved travel. 7.0 PERIOD OF PERFORMANCE: Services shall be conducted from approximately December 1, 2011 through September 30, 2013.. 8.0 MATERIALS AND EQUIPMENT The contracted employee shall provide all the equipment and supplies necessary to conduct on-site work including a personal computer, PC and software resources, telephone, and office supplies. 9.0 DELIVERABLES The contractor shall: • Website redevelopment: o Development and implementation of Phase II (duties in Phase II will be outlined at start of contract) o Development and implementation of Phase III • Outreach: schedule coastwide constituent meetings, inform constituents of meeting venues/dates, create outreach documents • Provide WCGOP point of contact monthly updates to progress. Schedule will be determined upon start of work. • Create first and/or final drafts of documents describing NWFSC observer program procedures and policies. Procedures/policies for documentation include, but are not limited to: o Data request processes o Regulations basics including west coast fisheries regs, observer regs, etc. o Budget o Others as requested • Assist program lead in development, implementation, and documentation of cost reduction projects. This may include writing and editing documents, analyzing data, and providing other support to observer manager and other FRAM leadership. • Other tasks as needed. Authority for sole-source purchase is 41 USC 253 (c) (1) only one responsible source and no other source will satify agency needs. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of this publication of this synopsis will be considered by the government.
