Description
This is a Pre-solicitation Notice only; no proposals are being requested at this time. Furthermore, no draft Request for Proposals (RFP) or Statement of Work (SOW) will be available prior to release of the solicitation. The Marine Corps Systems Command (MCSC), Quantico, VA has a requirement to procure a Common Laser Range Finder Integrated Capability (CLRF IC) to replace the currently fielded Common Laser Range Finder (CLRF) suite of equipment. The requirement is to provide a device that will incorporate the various components of the CLRF suite into one system as stated in the SOW that will be attached to solicitation. The CLRF IC system requirement is to reduce the weight, and enhance precision while providing improved integrated night-vision capability and improved non-magnetic azimuth capability. This effort will include technical analysis, reviews, and the manufacture, test, and delivery of two (2) Production Representative Systems. MCSC plans to award multiple Cost Plus Fixed Fee (CPFF) contracts. Award will be made to responsible Offerors whose offer represents the best value to the government in terms of technical/risk approach, management, past performance, and cost. This procurement will be conducted using full and open competition. Evaluation factors will be set forth in the RFP. The Government intends to release RFP No. M67854-12-R-6017 no later than November 30, 2011, and it will be posted on the internet at the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil and the Federal Business Opportunities (FedBizOpps) at: http://www.fedbizopps.gov. The online version of the RFP will include all documents of the solicitation package. No hard copy of this RFP will be available. Amendments, if any, will be posted at the same location as the RFP. The complete RFP package, including amendments, should be downloaded and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form as well as an electronic submission. It is the responsibility of those responding to the RFP to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the RFP has been issued. NO PHONE CALLS WILL BE ACCEPTED. ALL COMMUNICATION SHALL BE MADE VIA E-MAIL WITH THE CONTRACTING OFFICE. PROSPECTIVE OFFERORS ARE CAUTIONED AGAINST UNAUTHORIZED COMMUNICATION WITHT EH SOURCE SELECTION TEAM.
