Description
The Computer Hardware, Enterprise Software and Solutions (CHESS) in coordination with the Army Contracting Command - Rock Island (ACC-RI), hereby issue this DRAFT Performance Work Statement (PWS) for Information Technology Enterprise Solutions - 3 Hardware (ITES-3H) to obtain industry comments. ITES-3H will provide support for the Army's requirement for commercial-off-the-shelf (COTS) hardware, consisting of the purchase or lease of commercial UNIX Based Servers, Non-UNIX based servers, desktops, notebooks, workstations, thin clients, storage systems, networking equipment (including wireless), network printers, desktops, notebooks, workstations, thin clients, product ancillaries (including equipment cabinets, racks and mounts), peripherals (including monitors), network cabling products, video teleconferencing (VTC) products, standalone displays (e.g., plasma screens, HDTVs), scanners, Everything over Internet Protocol (EoIP) products, communication devices, power devices, software provided as part of the end to end solution, warranty variations, and other related services, accessories and options. Desktop computers and notebooks provided under the ITES-3H planned contracts are for the fielding of a complete system or as part of a total design solution, as opposed to a desktop computer or notebook replacement vehicle. In addition, as part of the planned ITES-3H, the contractor will provide related firm-fixed-price incidental services that enable the capability to provide end-to-end equipment solutions. Incidental services include, but are not limited to: integration, installation, site surveys, system configuration determinations, system migrations, image loading, data migration and warranty maintenance. The contracts will be open to other Agencies (i.e. Navy, Air Force, DoD components, and other Federal agencies) to satisfy their Information Technology requirements (IT). IT products procured through this acquisition are required to comply with DoD and Army standards and policies. The North American Industry Classification System (NAICS) code for this acquisition is 334111 (Electronic Computer Manufacturing) with small business size standard of 1,000 employees. The Government is also considering a requirement for a single presence concept for maintenance and associated logistics support for the products purchased from the ITES-3H contract. This support would be provided by a 3rd party independent company and is not currently within the scope of this acquisition. The Government has identified two alternatives, which are outlined in the addendum to the PWS. The Government is requesting industry feedback, comments and/or recommendations concerning this concept. In addition, the Government intends to include a Small Business Participation requirement in the solicitation. Is the small business goal of 23% based on total contract value, inclusive of all categories listed in parenthesis, (23% Small Business, 5% Small Disadvantage Business, 5% Woman Owned Small Business, 5% Veteran Owned Small Business, 3% Service-Disabled Veteran Owned Small Business, 2% Hub-Zone Small Business, 0.25% - Historically Black Colleges and Universities and Minority Institutions), attainable by your company? If you believe these goals are not attainable, please provide suggested goals that you believe are attainable and provide the rationale as to why they are attainable as well as rationale as to why the goals listed above cannot be met. All submissions should include your company name, CAGE code, size (under NAICS 334111, size standard of 1,000 employees), and should identify which socioeconomic categories are applicable to your business. This announcement is not intended to solicit proposals and contractors will not be compensated for any costs incurred as a result of this synopsis. Further, this notice does not obligate the Government to release a Request for Proposal (RFP) or any subsequent action as it relates to the planned ITES-3H. Comments are due by 12:00 P.M. CST on November 14, 2011.
