Description
RFI - MAC0045 Purpose: The Joint Integrated Air and Missile Defense Organization (JIAMDO), a Chairman Controlled Activity on The Joint Staff, requests information from companies interested in contracting to provide administrative support to JIAMDO. We envision a start date of approximatly 1 April 2012 if this effort is solicited. No industry day is planned. Background: JIAMDO intends to issue Requests for Proposal (RFP) in the first quarter of FY 2012 in pursuit of a long-term administrative support contract. The Joint Requirements Oversight Council (JROC) approved the Joint Theater Air and Missile Defense Organization (JTAMDO) concept on October 10, 1996. On March 2, 1997, the Deputy Secretary of Defense approved the JTAMDO charter that established JTAMDO as a Chairman's Controlled Activity reporting through the Joint Staff Director for Force Structure, Resources and Assessment Directorate (DJ‑8) to be the single organization within the DOD responsible for the planning, coordination, and oversight of joint geographic theater air, cruise missile, and ballistic missile defense operational requirements. On February 17, 2008, the JROC approved a revision to the charter updating roles, responsibilities, and relationships. The focus was expanded beyond theater defense to include integrated air and missile defense (IAMD). Accordingly, JTAMDO was renamed JIAMDO. The Charter amendment states the Director JIAMDO shall report to the Chairman of the Joint Chiefs of Staff through the Joint Staff J-8, support the Commander, United States Strategic Command (USSTRATCOM) for Air and Missile Defense Integrating Authority activities, and serve as the United States representative to the North Atlantic Treaty Organization (NATO) Air Defense Committee. Emphasis has been placed on developing and integrating sensors, weapons, command and control, and the concepts to employ them. The JIAMDO Charter, as revised, does not provide for internal personnel to serve in an administrative capacity or to perform the functions considered under this requirement. Scope: The contractor shall provide on‑site administrative support services to JIAMDO by accomplishment of described functional tasks associated with JIAMDO's organizational structure and other programmatic elements; by facilitating JIAMDO business through administrative, secretarial, clerical, Information Technology, financial, and other related tasks; and by planning and participating in the execution of any office space moves required during the Period of Performance. Work within the scope and the ceiling of this contract will typically be performed on the government site at all times. No travel is anticipated although occasional training events may be required at various locations within the National Capital Region. The Government personnel at JIAMDO typically consist of between 20 – 25 military positions and 2 government civilians. These personnel will oversee all of the required approximately 12 contractor positions. JIAMDO also has other contracts for Systems Engineering and Technical Assistance (SETA) and Security Management, with all of whom the requested administrative support personnel will interact. Current & Future Status : JIAMDO requires administrative support for performing the core day-to-day administrative activities necessary to operate and maintain the JIAMDO facility and information technology (IT) infrastructure, as well supporting the JIAMDO Comptroller with financial management functions. Operational support services fall into the categories of: Administrative Services, Office Management, Administration, Military Secretariat (MILSEC), Financial Management, Information Systems Operations and Maintenance (classified and unclassified), Video Teleconference (classified and unclassified), Multimedia, Graphics and Audiovisual Information, and Web Design and Implementation. All employees must have current, active Top Secret clearance that allows access immediately on contract start date. At least one IT specialist must be eligible for SCI access. JIAMDO will not address contractual questions as a result of this RFI. The sole function of this RFI is to provide industry an understanding of capabilities sought and gain an understanding of the technical capabilities of the companies responding. The Government is particularly interested in identifying small businesses that are capable of doing this type of work. All small businesses are encouraged to respond. For market research purposes, we request both large and small businesses provide the following company capability information NLT 12:00 pm (EST) Monday, 14 November to need POC: 1) representative full name, 2) company name, 3) your NAICS codes and the associated business size standard, 4) e-mail address, 5) contact phone number, 6) capability statement limited to 5 pages organized by technical topics described above in this section, 7) listing of contract numbers where you are the prime (e.g. GSA schedules, multiple award contracts, etc.). Responses: Please submit company capability information by e-mail to need POC not later than 12:00 pm (EST) on Monday, 14 November 2011. Responses must be single spaced, Times New Roman, 12-point font, one inch margins, and compatible with MS Word. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked “Proprietary” will be handled accordingly. Be advised that all submissions become Government property and will not be returned. All personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
