Description
The Defense Logistics Agency (DLA) is issuing this Sources Sought Announcement for planning purposes only. The purpose of this Source Sought (SS) announcement is to determine if there are commercial sources capable of providing, Chemical Management Services (CMS) for a wide range of DoD activities located in the Continental United States (CONUS). The customer base includes approximately 272 sites consisting of Industrial Maintenance Activities, Base Operations, General Services Maintenance activities, Facilities Maintenance, and a surge capability to support deployable service units. DLA will gauge commercial industry capability to provide Chemical Management Services on a regional and national scale and determine the socio-economic status of the industry base for this type of initiative. General scope of this requirement is to provide information on: (A) Third Party Supply Chain Management - including end to end chemical management services to support DoD installations located either nationally or within four (4) or more geographic CONUS regions. The prospective CMS provider(s) will serve as the single point of entry for all chemical requirements to include procurement, receipt, inventory, delivery, use, waste and Environment, Health and Safety (EHS) data management for paints, sealants, adhesives, oils, lubricants, and gases (Federal Supply Classes 8010, 3439, 8030, 8040, 9150, 6810, 6830, 6850, 5350, 9105, and 9340). Approximately 40,000 chemical product lines may be included under this initiative with the potential for additional chemical product lines after contract award that may not be limited to those identified in this notice. (B) Total CMS Support - Providing compliant CMS support (labor and materials) to all authorized customers that includes, but is not limited to, comprehensive CMS Project Management, Customer Service Support, user-specific Inventory Management, Cradle-to-Grave tracking throughout the receipt, storage, and issue processes, and Environmental Safety and Occupational Health (ESOH) compliant services. (C) Existing IT Solution - Providing an existing Information Technology (IT) solution for tracking chemicals and providing reports. (D) Existing Storage Facilities - Providing existing storage facilities within a region to support the customer base, if required as part of the 3PL services. Instructions to Interested Parties: The response to the sources sought will be in two phases: Phase One - Due by 2 PM, EST November, 11, 2011. Interested parties will provide the following: 1) Brief overview of your company's capabilities and past CMS experience; 2) Demonstrate your current or future ability to provide Chemical Management Services supporting a regional or national approach. Phase Two - Due by 2PM, EST November 30, 2011. Interested parties are requested to provide their Capabilities Statement to perform each of the lettered and numbered requirements detailed in Section A - Third Party Supply Chain Management Services; Section B - Comprehensive CMS Support; Section C - Existing IT Solution; Section D - Existing Storage Facilities; Section E - Interested Party Information. The capabilities statement shall address each of the lettered and numbered requirements in the same order they are listed in the Sources Sought Notice so that the Government can establish that the interested party is capable of meeting all of the requirements. A. THIRD PARTY CHEMICAL SUPPLY CHAIN MANAGEMENT SERVICES 1. The capability statement shall include: a. Ability to provide standardized and consistent chemical management services for optimum, timely, and flexible support capabilities within a geographic region or national to achieve reduced total costs of chemical supply chain operations through the use of 3PL services. b. Ability to develop and execute a process for eliminating redundant inventory investments, personnel, and physical infrastructure costs to support all customers within a designated geographic regional footprint or on national scale. c. Ability to integrate EHS risk-based controls into the lifecycle management of chemicals for sustainable operations and lifecycle asset management. d. Ability to reduce customer wait time (CWT) by performing effective and efficient demand planning and forecasting to determine commercially owned stockage levels, reorder points, and safety levels for high demand through-put products, low demand with long procurement lead times, just-in time products, and the proven methodologies used. e. Ability to deliver material to the customer within 24-72 hours after receipt of order. f. Ability to provide a surge capability to support deployable service units. g. Ability to provide an approved purchasing system for chemical materials to ensure fair and reasonable pricing to the Government. h. Ability to use of commercial and government sources of supply in the performance of chemical logistics support. i. Ability to establish and execute DoD Green Procurement Procedures (GPP) to obtain Environmental Preferred or "Green" products. B. COMPREHENSIVE CMS SUPPORT 1. The capability statement shall include: a. Ability to provide CMS Services that includes but is not limited to: i. Assessing current inventory levels and unit level/work center storage areas to determine re-supply actions necessary to support operational and maintenance requirements. ii. Assisting activity chemical users, artisans, and maintenance personnel by analyzing existing business practices and operating conditions, provide training, conduct shelf-life audits, identify excess or unauthorized chemicals. iii. Providing innovative methods of reducing costs of labor and chemical materials. iv. Assisting activity chemical managers or end users to establish Authorized Use/User Lists (AUL) based upon maintenance documentation and demand history plus anticipated usage data and determining requirements or replenishment parameters to support maintenance or working inventories, facilitate delivery, storage, and receipt processing into vendor owned electronic chemical tracking system. v. Meeting Acceptable Performance Levels (APLs) for timeliness that results in "zero" work stoppages on production lines or maintenance schedules; and quality standards that provides the users with chemicals that meet all specifications in the smallest unit of measure needed to perform the work. vi. Using a standard system to perform receipt, storage (to include shelf-life management) and issue of chemical materials. vii. Tracking and performing accountability of chemical products cradle-to-grave by specific chemical constituents (Material Safety Data Sheets- MSDS/Safety Data Sheets (SDS) through application of container label bar-coding to reflect the most current information to identify product specifications, shelf-life data, and ownership information. viii. Redistributing excess chemicals within a region to meet customer requirements and reduce Hazardous Waste disposal costs. ix. Electronic ordering capability via an online order module via DOD EMALL or via GDS when MILSTRIP processing is required for customer ordering access and for vendors to interface with DOD/Federal supply and financial systems. x. Applying OSHA, DoD Hazardous Communications (HAZCOM) Standards and Environment, Health and Safety (EHS) Compliance Regulations. C. EXISTING INFORMATION TECHNOLOGY (IT) SYSTEMS 1. The capability statement shall include: a. Description of an existing IT system(s) the interested party has used or would use to maintain a single, integrated source of chemical supplies and services that will be readily accessible to DoD customers via standard commercial interfaces. The description shall include the capability of the software to record, track, monitor and report results and ensuring supply and financial accountability, as well as environmental, health and safety (EHS) compliance is maintained and satisfies DoD's reporting requirements. b. Ability to use-ecommerce interfaces with defense logistics systems to ensure financial accountability remains intact throughout the process. D. EXISTING STORAGE FACILITIES 1. The capability statement shall include the interested party's ability to provide existing conforming storage space. E. INTERESTED PARTY INFORMATION 1. Interested parties responding to this notice should provide the following: a. The primary Point of Contact to discuss the Capabilities Statement, inclusive of the POC's name, phone number and e-mail address. b. Whether the Party is, or is not, a small business concern, a service-disabled veteran owned small business, or a HUB Zone business concern as defined in FAR 52.219-1 for NAICS Code 561210. c. Whether the Party is, or is not, registered in the Central Contractor Registration (CCR) system. d. Whether the Party does, or does not, currently have an Accounting System approved by their cognizant Defense Contract Audit Agency (DCAA). e. Discussion on any current or previous contract incentives based upon total life-cycle reductions and hazardous material minimization initiatives. f. Discussion on any current or previous contracts Commercial or Government for same or similar requirements that includes but is not limited to contract type, contract pricing structure, dollar value of the contract(s), etc. 2. The DLA will review all Capabilities Statements received. At the discretion of the DLA, interested parties may be contacted to validate the information contained in their Capabilities Statement. 3. This is a Sources Sought Announcement to be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT REQUEST. The Government will not reimburse the contractor for any costs associated with preparing or submitting a response to this notice. No telephone calls will be accepted requesting a bid package or solicitation. Please provide Phase 1 response either by mail or email no later than 2 P.M. EST, November 11, 2011.
