Description
Yellowstone National Park is annoucing it's intent to sole source award to Telonics, Inc. Any vendors comments should be submitted in writing via email to Andrea_Hannon@nps.gov The Bison Ecology and Management Program uses Global Position System transmitting units to track individual bison during the course of monitoring both population and disease dynamics in Yellowstone bison. In order to continue the long term monitoring of Yellowstone bison we routinely refurbish previously deployed GPS collars when the battery life has been exhausted and the webbing needs to be replaced. In previous years the Bison Ecology and Management Office has contacted other telemetry equipment companies to request price quotes to refurbish this equipment. We were unable to find a company that would rebuild equipment not manufactured by their employees. This same process of requesting quotes from other telemetry companies was also conducted by the procurement office and the same result occurred. No company is available to rebuild this equipment other than the original manufacturer. The collars will be refurbished using the following specifications:Inspect and replace if necessary the store on board data collection deviceProgram the refurbished equipment to collect one GPS location every 2 hoursRefurbish the equipment to collects GPS data for a minimum of 2 yearsInspect and replace if necessary the Mortality Switch. Ensure the refurbished equipment will activate the mortality switch after 6 hours of inactivity at greater than 60 beats per minute (to be negotiated with company technicians to determine a compromise rate that does not unduely consume power from the battery)Inspect and replace if necessary the Activity Sensor and ensure that the refurbished equipment is programmed to collect data at 10 minute intervals throughout the data collection life of the equipment. Also, ensure the Tip Switch functions at +5 degrees, head to tailInspect and replace if necessary the Temperature Sensing deviceReplace black webbing in order for the GPS antenna to function when webbing length is adjusted to 38-42"The black webbing material should be constructed of Heavy duty neck collar material sufficient to stay on an adult female bisonEnsure that the refurbished equipment emits a VHF pulse at 40 beats per minute.
