Description
The 6th Contracting Squadron (6 CONS) at MacDill AFB issues this Sources Sought Synopsis for information only to locate sources who are capable. The 6th Medical Group request the purchase full emergency patient transport services at MacDill Air Force Base (MAFB) to include but not limited to the flight line and the surrounding housing area. This emergency patient transport service shall consist of both primary and secondary response to MAFB. In the event the EMS Provider's primary and secondary response capabilities are exhausted, the EMS Provider will coordinate with MAFB Fire Department, Tampa Fire and Rescue, Hillsborough County, and the 6 MDG to dispatch protocols to coordinate tertiary response. The contractor shall participate in MAFB exercises, special events, specialized training, and in-flight emergencies. The contractor shall furnish all labor, management, supervision, vehicles, supplies, equipment, and transportation. The contractor shall provide BLS and ACLS services 24 hours per day 365 days per year including all holidays. The contractor shall travel to response sites in an appropriate medical response vehicle. The contractor shall respond to requests from base dispatch, 6 MDG, the MAFB MCC and/or the MAFB Fire Department and shall provide the full range of Emergency Medical Technician (EMT), paramedic, and ambulance services provided in the local community to include local protocols or standing orders and staffing minimums in accordance with the most current State of Florida and local regulations and protocols. The contractor shall establish and maintain a system to ensure that backup ambulance and related emergency support is provided in the event of simultaneous responses, equipment failures, or other unforeseen circumstances. Services must always be available. Please state in your response wether your capable of providing both vehicles and personnel, or just one of the two. This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. The North American Industry Classification System is 621910 and the size standard is $7 million. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM local time on 14 November, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience in providing the same or similar work described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 621910, and a positive statement of interest to submit a proposal. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
