- The U.S. Government is soliciting interest for a firm, fixed-priced construction contract. Work will consist of dredging the harbor area belonging to the Georgian Coast Guard at the port at Poti, Georgia. The Contract shall include the performance of a pre- dredge and post-dredge bathymetric/ hydrographic surveys by an Independent Third Party Subcontractor hired by the Contractor to verify the depth of the Port. CLEARANCE The Contractor's and subcontractors' vessels, plant, and/or equipment movement in the port area shall be coordinated with the port authorities and the Georgian Coast Guard to avoid conflicts with the ports operations. DEBRIS IN PORT AREA As is common in anchorages, the Contractor may encounter debris in the port area such as scrap metal, rubbish, etc. The Contractor may encounter Abandoned Unexploded Ordinance (AXO), Explosive Remnants of War (ERW), and/or Unexploded Ordinance (UXO) during dredging operations due to the Georgian/ Russian conflict in Aug. of 2008 as outlined in the Norwegian People's Aid Survey Technical Report dated 3 to 24 January 2010. There is a low risk of uncovering unexploded ordnance during dredging operations and in the event that unexploded ordnance is uncovered, immediately it will be flagged with Georgian government and EXBS representatives for removal by qualified Georgian government experts. The contractor shall dredge as necessary to achieve the required depths, as specified in solicitation. The estimated cost of the project is between US $40,000,000 and $70,000,000. Responses are desired from firms who can demonstrate recent experience and excellent past performance in dredging, but expressions of interests will be accepted from all interested parties. Solicitation for Request for Proposals (RFP) will be issued on or about 23 November 2011 and proposal receipt is required by 22 December 2011. The location, date, and time for pre-proposal conference and site visit will be issued in an amendment. Solicitation cancellation with no obligation to the Government- "Note to offerors: The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the Government."
