- RFP SPM4A6-12-R-0030, IQC11158009009, 4 NSN IAW Luminescent, CAGE 14550: CLIN 1, NSN 6210-01-475-6888, Floodlight, P/N 85-00039-001; and 6220-01-434-1886, Light Assembly, Indicator, P/N 89-00173-001; CLIN 3, NSN 6210-01-555-7860, Light, Navigational, Aircraft, P/N 8506-1; and CLIN 4, NSN 6220-01-443-2990, Light, Navigational Aircraft, P/N 87-00236-001. This item is being procured under "other than full and open competition procedures" under 10 USC 1304(c)(1), Unrestricted Procurement. These items are not commercial and have critical application. The Trade Agreement Act applies. Cost & Pricing data may be required. A subcontracting plan may be required. This solicitation is for a proposed Indefinite Quantity Contract (IQC) with base year of 12 months and 4 option years. The guaranteed minimum is value will be determined with the following formula: 10% of the aggregate extended dollar value of the Estimated Demand Quantity in the base year only. Estimated demand quantity, which is also the maximum quantity per delivery order, will be 60 EA on 6210-01-475-6888, requested delivery at 144 days ARO for all delivery orders; 72 EA on 6220-01-434-1886, requested delivery at 144 days ARO for all delivery orders; 108 EA on 6220-01-555-7860, requested delivery at 132 days ARO for all delivery orders; and 41 EA on 6220-01-443-2990, requested delivery at 168 days ARO for all delivery orders. The requested terms are FOB destination, Inspection and Acceptance at destination. IQC will cover DLA-Direct delivery orders only; stock delivery locations will be any facility in the Continental United States as cited on each delivery order per the DSCR Form P-41. The solicitation will be available on or about 17 November 2011, and will close on or about 19 December 2011. The final contract award decision will be based on a combination of price, past performance, and other evaluation factors as described in the solicitation.
