Description
The NAICS Code for Environmental Consulting Services is 541620 with a current size standard of $7.0 million. The U.S. Environmental Protection Agency, Office of Atmospheric Programs (OAP), Clean Air Markets Division (CAMD), intends to procure support services for Conducting Systems & Performance Audits of Clean Air Status and Trends (CASTNET) Sites and National Atmospheric Deposition (NADP) Monitoring Stations. The work to be performed will be an independent and unbiased evaluation of site operations (i.e., surveys) for NADP's atmospheric deposition collection networks and CASTNET. The surveys shall provide quality assurance pertaining to siting, sample collection and handling, equipment operation and maintenance, record keeping, reports, and field laboratory procedures. These efforts will also include ozone performance evaluations (PE) as described in 40 CFR Part 58. The Draft Statement of Work may be located via the link below. The acquisition is planned to be conducted as a competitive Federal Acquisition Regulation (FAR) Part 15 procurement. The Government contemplates a single award Indefinite-Delivery/Indefinite-Quantity firm fixed-price contract. This procurement will be a total small business set-aside and award will be made on a best value basis to the contractor that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The anticipated period of performance will be a one-year base period with four one-year option periods. The anticipated solicitation issue date is on or about November 17, 2011 and the anticipated solicitation closing date is on or about January 10, 2012. The solicitation will identify the deadline for submission of any questions pertaining to the solicitation requirements. It will be at the Government's discretion to respond to any questions submitted after that deadline. All responses to questions, clarifications, and/or comments deemed necessary by the Contracting Officer will be provided via amendment to the solicitation. Interested offerors are advised to monitor the EPA Website (http://www.epa.gov/oam/hpod/index.htm) and the Federal Business Opportunities website for the solicitation and for any other updates in regards to the solicitation. No paper copies will be furnished.
