- The following questions were submitted for the subject white paper request. The responses are provided. The Response Date remains 10 November 2011. The Army Geospatial Center (AGC) POC is Mr. Nishchay Dumera, email is Nishchay.Dumera@usace.army.mil and Contracting Officer is Maria Martinez, email is Maria.L.Martinez@usace.army.mil. Questions / Responses are also provided as an attachment. Questions and Responses W5J9CQ-12-R-0002C Question 1: What are the historical cost bench marks? Or Do you have a specific budget for this project? Response 1: I cannot provide information on a specific budget for this project, since the budget should be based on what you fell would be appropriate to complete the objectives of the research. I have calculated the contracting manpower equivalent (CME) for the project to be approximately 1.11. The CME is calculated by dividing the estimated number of labor hours needed to complete the research by 2080. The hours required to complete the research takes into consideration all members of the research team (e.g., senior scientists, entry-level contributors, etc.). If more (or less) time is required you are encouraged to provide an explanation to support your proposed effort. Question 2: Should travel costs be included in the cost? If included, can you provide an estimated number of trips and destinations? Response 2: Yes, travel costs should be included in the cost estimate. I would assume at least 2 trips for data collections. The potential destinations again should be specified in the cost proposal (in order to answer the objectives of the research, where would you need to go to collect data?). Also we typically require a kickoff meeting and close out meeting with the contractor which has to be conducted in person at Fort Leavenworth. So that would require 2 more trips Question 3. Can the contractor substitute online or virtual meeting systems to control costs? Response 3: We would be open to the possibility of virtual meetings or data collections but they need to be appropriate for the type of meeting or data collection being conducted. Question 4: What are the specific tasks associated with the project? Response 4: The specific tasks should be specified by the offeror and be tailored to the objectives of the research. Question 5: Are there any specific skills or education requirements for the personnel assigned to the project? Response 5: The team should be tailored to the objectives and tasks to be conducted by the offeror. Though in general, we would like there to be a balanced team handling this project; i.e., either a Ph.D. or Master's level psychologist/researcher who can conduct and manage all aspects of a research project (i.e., participant recruitment and human use issues, survey and interview protocol development, data collection, data management and analysis, report writing), Ph.D. or Master's level psychologist/researcher for developing the assessments, a military subject matter expert, and a person with experience in graphic design for creating the multi-media resource. Question 6. Is there anything we can submit beyond what is noted in the solicitation or beyond the 5 pages? Response: No. Question 7: Is corporate experience examples included in the 5-page limit? Response: No, corporate experiences are not included in the 5-page limit. Question 8. Is there a minimum number of corporate experience examples that must be submitted? Response 8: According to the submission guidelines you can submit up to 3 examples of relevant corporate examples. If you don't have any corporate experiences then you wouldn't include them. Question 9. Can the contractor substitute personal experience (along with references) for corporate experience? Response 9: Someone may have subject matter expertise (SME) or experience in the area which would fine to include along with the appropriate references if they do not have corporate experiences.
