DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, Program Contracting Activity Central (PCAC) 6150 Oak Tree Blvd., Suite 300, Independence, OH 44131 and the Department of Veterans Affairs (VA) Vetereans Health Administration (VHA) Office of Informatics and Analytics offers this justification for Other Than Full and Open Competition purchase request # 776-12-1-7201-0015. 2.Nature and/or Description of the Action Being Processed: This request is for the purchase of booth space rental at the annual Association of Military Surgeons of the United States (AMSUS) Conference. The OIA Training Strategy Program Office is hosting the VA booth at the AMSUS Conference. Booth space will be rented in the AMSUS Exhibit Hall. Contracting will enter into a firm fixed price contract for training using Simplified Acquisition Procedures I/AW FAR 13.106-1(b). 3.Description of Supplies/Services Required to Meet the Agency's Needs: Booth space in the AMSUS Conference Exhibit Hall is needed in order for the Training Strategy Program office to host the VA booth. The VA booth requires one 20' x 20' island space and one 10' x 10' aisle space. This requirement is funded by 2237 # 776-12-1-7201-0015. Booth space is needed to accommodate the Virtual Hospital Display. The estimated costs for this procurement is $6,500.00. The AMSUS conference will occur November 6-9, 2011. 4.Statutory Authority Permitting Other than Full and Open Competition: Statutory authorities permitting other than full and open competition are 41 USC 253(g), and Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1(a)(2): When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Only One Responsible Source (FAR 6.302-1). Senior Leadership has selected the AMSUS Conference to host the VA booth as part of VHA OIA's outreach initiatives. The AMSUS Exhibit Hall is the only acceptable source for hosting the VA booth to satisfy the agency's requirements. There are no alternative locations to host the booth during the AMSUS Conference. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: The AMSUS Conference is a unique event. There are no additional sources to solicit to satisfy the agency requirement of hosting the VA booth at the AMSUS conference. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The Contracting Officer determines that the anticipated cost will be fair and reasonable based on the fact that these prices are for a commercial item and in line with open market pricing. The VA is also being offered a significant discount from the AMSUS Conference. The regular booth space rental is priced at $2,950.00 per 10' x 10' space. The fee for the VA will be $1,300.00 per 10' x 10' space, for a total of $6,500.00 for all the necessary space for island display of the 20x20 Virtual Hospital exhibit and one additional 10x10 space for use by attendees. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: No additional market research was conducted. There are no alternatives to utilizing the AMSUS Exhibit Hall to host the VA booth at the AMSUS Conference.
