Description
This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). Contracts awarded in response to this BAA are considered to be the result of full and open competition and in full compliance with the use of competitive procedures IAW FAR 6.102(d)(2)(i). Proposals received in response to a BAA are evaluated IAW FAR 35.016 and the terms and conditions of the BAA through a peer review process. Under the PEO STRI Broad Agency Announcement for the Test Resource Management Center, Office of the Secretary of Defense, Test and Evaluation/Science and Technology (T&E/S&T) Program Office, has a requirement to research, develop and verify innovative test and evaluation (T&E) systems for the advanced development of the technologies required to support T&E for the Spectrum Efficient Technology (SET) Science and Technology (S&T) Test Technology Area (TTA). As part of a survey of its T&E infrastructure, the Department of Defense has identified the need to develop an Airborne Telemetry Phased Array (AirPA) capability to support T&E of current and future weapon systems. The AirPA is two airborne telemetry phased array antennas and a digital beamforming controller that will control both arrays to support the testing of weapons systems using L& S Band in one array and C- Band in a second array. The existing instrumentation capabilities at the National Ranges are stressed due to modern weapons systems requirements of longer acquisition and track ranges and high bandwidth. The newer weapon systems are far more complex thereby requiring more data to evaluate system health and performance. Increased data needs translate into greater bandwidth requirements and greater telemetry antenna performance. The newer weapon systems require a larger test range area, must be tracked at greater distances, and occupy much more of the existing bandwidth than legacy systems
