- NOTICE: This is a combined synopsis/solicitation and will be the onlyavailable posting to FedBizOps COMBINED SYNOPSIS/SOLICITATION FOR TURBINE SHAFTNSN: 2840-01-187-3191PN, PN: 301-330-626-0 PR# FD2030-12-70333Solicitation: #SPRTA1-12-R-70333 This is a combined synopsis and solicitation for commercial itemsprepared in accordance with the format in Subpart 12.6, as supplementedwith additional information included in this notice. This announcementconstitutes the only solicitation; proposals are being requested and awritten solicitation will not be issued. The proposed action is forsupplies or services for which the Government intends to solicit andnegotiate with only one source under the authority of FAR 6.302.Interested parties may identify their interest and capability to respondto the requirement or submit proposals. Solicitation numberSPRTA1-12-R-70333 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses arethose in effect through Federal Acquisition Regulation (FAR) and DefenseFederal Acquisition Regulation (DFARS). The associated NAICS code is336412. The government anticipates award of a firm fixed pricecontract. The evaluation factors for this RFP are technical capability and price.The Government intends to make award to the acceptable offer with thelowest evaluated cost or price which is deemed responsible in accordancewith Federal Acquisition Regulations and whose proposal conforms to thesolicitation requirements. An offer will be considered non-response iftechnical acceptability is not met. All responsible sources may submita capability statement, proposal, or quotation, which shall beconsidered by the agency. Material: Iconel 718Dimensions: The turbine shaft is 15" in length, 5" in width, 15" inheight and weighs 15 lbs. Commercial off-the-shelf (COTS) surplus parts,supplied by surplus vendor shall have the original FAA Form 8130-3 orCertificate of Conformance with appropriate documentation annotated bythe OEM's manufacturing source. An incomplete, altered or incorrectFAA 8130-3 or Certificate of Conformance is unacceptable as anAirworthiness Release Record. Authorized manufacturer's cage code andp/n are listed above in section 2. Surplus supply vendors are not partmanufacturers, they are only supply vendors. No commercially repaired, reconditioned or modified surplus COTSmaterial will be authorized or acceptable for use in MilitaryF108-CFM56-2B engines. No FAA-PMA manufactured new/unused replacementparts that were approved for production under these methods, FAAdesignees; DER, DOA, DAS, is allowed, unless specifically approved SARpackage or 537ACSS Engineering approval prior to acceptance inspection.PMA P/N's are identified with either a prefix or suffix to differentiateit from the OEM P/N and are not acceptable without prior approval. ATASpec 106 is not an FAA acceptable form for surplus material. RESPONSE DATE: 16 November 2011 @ 9 am CST. DESTINATION: USAF - TAFB HISTORY: 2 each, Sep 2011 from CFMI QUALIFIED SOURCE: Competition is limited as only one responsible sourceexists and no other supplies will agency's satisfy requirements. CFMIis currently the only qualified source who can manufacture this part.The Government does not have rights to P/N 301-330-626-0 manufacturing,production or process data.
