Description
I. SUMMARY In accordance with FAR 15.201(c), the Army's Aviation Applied Technology Directorate announces an industry conference in support of a planned Joint Multi-Role (JMR) Technology Demonstrator (TD) program. It is clear that the capabilities demanded of the Department of Defense (DoD) future rotorcraft fleet cannot be achieved through incremental upgrades to the current fleet. As a result, the DoD has described the need for a JMR family of vertical lift aircraft that includes multiple sizes/classes of vehicles, addresses the vertical lift needs across the DoD, and achieves significant commonality between platforms. The desired vehicle attributes of the JMR family include: a scalable common core architecture, integrated aircraft survivability, speed of 170+ kts, a combat radius 424 km, vehicle performance at 6K/95 F, shipboard compatibility, improved fuel efficiency, improved supportability and affordability, optionally manned capability, and commonality. To prepare the DoD for decisions regarding the potential replacement of current fleet aircraft with new build systems, the DoD has proposed a JMR TD effort that will demonstrate air vehicle and mission systems technologies for the next generation rotary wing fleet. This industry conference is anticipated to be an all day event focused on updating Industry with the current status of the JMR TD program with a primary focus toward soliciting feedback on the Government's evolving plans for the Mission Systems Demonstration phase of the program. This industry conference is led by the JMR TD Program Manager and is to be an informational exchange with industry. This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The U. S. Government will NOT assume liability for contractor expenses. This is an UNCLASSIFIED meeting. All information discussed must be UNCLASSIFIED. Any information provided or discussed by attendees must not be contractor proprietary or business sensitive information. Non-public, export controlled/military critical technology data that is both unclassified and non-proprietary may be discussed. Any information or ideas shared during this industry conference may be used to inform the Government during its JMR TD technical and/or acquisition documents. II. SECURITY AND ATTENDANCE INFORMATION Details for the JMR TD industry conference are as follows: When: 18 November 2011, 0800 - 1600 (registration starts at 0700) Where: Omni Newport News Hotel, 1000 Omni Boulevard, Newport News, VA, 23606 Pre-registration for the JMR TD industry conference is required. Parties interested in attending industry conference should submit the following information via email to Mr. Rob Waible (robert.waible@us.army.mil) no later than 5:00 PM EDT 11 November 2011: 1. Company CAGE code 2. Primary point of contact (POC) name, email address, and telephone number 3. Names and POC information for attendees. Information to be presented is subject to International Traffic in Arms Regulations (ITAR). Attendees must be US Persons. Proof of status is required prior to attendance. Because of space limitations, interested parties are asked to limit attendees to no more than two (2) per company. Industry conference check-in will begin at 0700. Lunch will be catered by the venue. A $26 cash fee for morning coffee, lunch, and afternoon beverages will be collected at time of registration. If interested parties wish to opt out of lunch, please state so when pre-registering. III. ADDITIONAL INFORMATION Draft agenda for industry conference is as follows: 1. Welcome and Opening Remarks 2. Program Overview 3. Review of Capabilities Desired by the Joint User Community 4. Update of Aircraft Configuration Trades and Analyses done by the Government 5. Update of Aircraft Configuration Trades and Analyses done by Industry 6. Status of Solicitation Preparation for Phase One Platform Demonstration 7. Introduction to Program Plan for Phase Two Mission Systems Demonstration 8. Question/Answer Period, Future Events and Closing Remarks Industry may submit questions when pre-registering. The U. S. Government will either address the questions at industry conference itself or provide answers after the event. One-on-one meetings will not be offered at this time. A Request for Information pertaining to Phase Two Mission Systems Demonstration is planned for release on or about November 8th, and may give insight to the program's interests such as: advanced survivability equipment; proper mix of active and passive survivability features; weapons (lethal and nonlethal); sensors (pilotage, targeting, and situational awareness); various avionics architectural approaches (all of which must conform with Joint Common Architecture (JCA) standards); communication equipment (including, for example, low drag, multi-function, antennas, multi-band radios, non-traditional communications, etc.); data buses (copper, fiber optic, wireless, etc.); electrical power and thermal load management; information assurance; mission systems design for mission flexibility / future growth; cockpit layout and human-machine interaction; human interface devices (visual displays, helmet-mounted displays, visor projection, 3D aural displays, tactile, buttons, switches, grips, etc.); pilot aiding systems / autonomy (CDAS, AI, associate technology, etc.), passenger aiding (en route mission rehearsal, situation awareness, communications, recharging, etc.); optionally piloted vehicle; and Manned / Unmanned Teaming.
