Description
The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire CAGIS Discover Program internet based software licenses and support services, on a sole source basis, from ACT, Inc. of Iowa City, IA in accordance with Section 4202 of the Clinger-Cohen Act of 1996 “ a sole source acquisition under the authority of the Test Program for Certain Commercial Items as implemented by FAR 13.501(a) (1). This requirement is an extension of software licenses and services required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL under purchase order N00189-07-P-Z108. Basic system and software requirements include: Software designed for use on a Pentium 233-megahertz (MHz) processor or faster using Windows XP or higher, including 64 megabytes of RAM and 1.5 gigabytes of available space on the hard disk. The access must be menu-driven and be legible on monochrome and color microcomputer monitors. Systems will be used worldwide. The software must be capable of operating on electrical requirements: 100-120V/50CPS & 60CPS, and 220-240V/50CPS. Systems will be delivered worldwide by the contractor with addresses provided. The contractor must service/support worldwide at no cost to the Government. It must be a network system that allows any on-base computer 100% delivery to access the information. All program updates will be available in the internet versions delivered to sites. Individual Software/Internet System Module Requirements: 1) shall be updated throughout the extension period; 2) contain the following databases: 2-year and 4-year college information, professional and graduate school information, vocational/technical schools, and schools offering external degrees. Available information needed includes Servicemembers Opportunity Colleges, Armed Forces and civilian occupational information. Included must be provisions for on-line administration of an interest inventory and the input of data from interest inventories, self-rating of abilities, work experience, and job values taken off-line; as well as life career transitions, employment training, storage of individual user information, financial aid information, and resume preparation; 3) shall furnish training materials annually; 4) software must have an immediate exit from each screen, help key function, the find key, back-up key, print key and on-screen operating instructions; 5) the software must provide storage of individual user information, hard copy of module summaries and total system-use summaries, and on-line evaluation of the system; 6) customization of the system shall include local bulletin boards, local occupational information, and additions/modification of college majors; 7) DANTES sites will have unlimited software/Internet system rights for on-base/on-port use. The proposed modification will extend the period of performance under the current purchase order to enable continued performance from 24 January through 30 September 2012. A firm fixed price modification to purchase order N00189-07-P-Z108 is anticipated to satisfy this requirement. ACT, Inc. is considered the only source of all the required software licenses and support services. The acquisition will be conducted under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12 as well as the Test Program for Certain Commercial Items as implemented by FAR 13.501(a)(1). The proposed contract modification is for services which the Navy intends to solicit and negotiate with only one source. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit a proposal which shall be considered by NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office.
