- DD254 Performance Work Statement (PWS) dated 22 September 2011 Vendor Information Sheet - Please fill out and submit with your proposal Pricing Spreadsheet Please see the attached solicitation HC1028-11-R-2048. Defense Information Technology Contracting Organization (DITCO) is seeking pricing to provide Critical UPS & Battery Equipment Support (CUBES): Sustainment, Repair, & Maintenance (SR&M) Services for Uninterruptible Power Supply (UPS) Equipment. This contract vehicle is designed to service critical power supply systems that are managed by the CD521 Facilities Engineering office. This may, based on future military reorganizations, include facilities where DISA equipment is installed in other services' (owned/operated) datacenters, facilities that are transferred to DISA from other organizations, and shared operations facilities. The Period of Performance (POP) for this effort is a one year base with four one-year options. The solicitation has three regions included (East Region, Central Region, and West Region) throughout the world (Please see Paragraph 9.1 of the Performance Work Statement (PWS). Multiple awards are anticipated and offerors may propose one or multiple regions. The addition of locations worldwide will remain a possibility throughout the term of the contract. If a new location is required, a modification will be negotiated with the contractor performing in that specific region. The labor hours awarded for CLIN 0002 and 0003 (including option CLINs) will apply to any location within that region. Preventative Maintenance for additional locations will be negotiated based upon those labor rates within that specific region. Awards will be made to the offeror who presents the Lowest Price Technically Acceptable (LPTA) to the Government in accordance with the criteria in the RFP. The proposal must comply in all material respects with the requirements of the law, regulation and conditions set forth in the solicitation. The proposal must meet all mandatory solicitation requirements. The offeror must be determined responsible according to the standards of FAR Part 9, Subpart 1. CLIN types will include: Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursable (COST) type CLINs. Pricing should be based on fully burdened labor rates to perform this work. Award will be made based upon the quote that is technically acceptable and is the lowst price in accordance with the stated requirements and delivery, with lowest evaluated price. The Government reserves the right to award without discussions. Therefore, the offeror's initial proposal shall contain the offeror's best terms based on past performance, technical/management approach, and cost. The Government will entertain questions on this procurement until 1:00 pm CST, Wednesday November 9, 2011. No late questions will be accepted. No questions will be accepted via phone calls. Responses to all questions posed will be provided to all interested parties. Proposals are due by 1:00 pm CST, Monday December 5. 2011. The Government reserves the right to award without discussions. If you are not able to provide a proposal at this time, a NO BID RESPONSE, is required. Thank you, in advance, for your participation.
