Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Quotation (RFQ) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the products/services stated herein. All businesses, large and small businesses (8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice. The National Institute of Standards and Technology (NIST) Materials and Structural Systems Division is seeking information on the availability and technical capability of a stand-alone (i.e. not embedded in a scanning electron microscope or similar instrument) nano X-ray computed tomography (X-ray nanoCT) instrument. Such an instrument is desired to produce high quality 3-D imaging of the interior of a variety of inorganic and organic materials used in a wide range of material measurement fields. It will be used for various projects where features with sizes on the order of 100 nanometers need to be imaged in 3-D for various technical reasons. A wide range of materials is involved, from biological cells to tissue scaffolds to powders used in construction, manufacturing, and national security. NIST is seeking a Commercial-off-the-shelf (COTS) product only. The required instrument must meet the following minimum requirements: -Minimum pixel size produced in the 2-D slice images is 400 nanometers or less -Maximum sample diameter must be approximately 10 mm -No special radiation shielding needed in the laboratory space where the instrument is placed - unit must come with radiation shields incorporated NIST is requesting that any responses to this Sources Sought notice include the following: -Documented speed of scanning and image reconstruction. -Documentation of computational support for reconstruction that is included with the instrument, including computational options, if any. -Documentation of any optional equipment that can be supplied with the instrument, either changing its sensitivity (e.g. changing minimum pixel size and resolution) and/or adding new capabilities (e.g. internal load cell, Peltier stage). -Documented effectiveness of external physical vibration control incorporated with the instrument Sources that have the ability to provide this instrument are asked to respond to this notice with a corporate capability statement of a maximum of ten (10) pages to provide a clear and complete narrative of current capabilities to meet the requirements as detailed above. Those sources are requested to respond to this notice and in so doing, provide the following information: organization information to include company name and address, size of business as it relates to NAICS code 334517 (Small Business size standard of 500 employees), current point of contact (including telephone number, facsimile number and e-mail address), list of current GSA federal supply schedules (if applicable) under which your company can provide the products described in this notice, and a list of contracts within the past three (3) years in which a similar instrument was provided. All responses shall be emailed to keith.bubar@nist.gov so that they are received no later than 5:00 pm EST November 10, 2011.
