Description
The Syracuse VA Medical Center currently has a procurement request for Steam Filters, Water Filters and Housings for both. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Interested parties that can respond to this Combined Synopsis/Solicitation must provide evidence that they have a potential to meet the requirements as identified herein. Please provide a quote for the same or comparable products. The following items and quantities are needed: QuantityDescription 3Balston 23/75R Steam Filters 1Balston 200-75-R Replacement Filter Cartridges (Steam) (Box of 15) 2Balston 53/95 Water Filters 1Balston LT200-95-50 Filter Cartridges (Water) (Box of 10) The requirements for the products needed are as follows: 1. Purpose: Provide a the SPD clean steam and water lines with a filtration system of the highest ability and quality to prevent the conveyance of excess minerals and other such contaminants that would render the sterilization process ineffective. *Basis of Requirements is: Balston Steam Filter System 23/75R and Balston Water Filter System 53/95.* 2. Components Required: 2.1 Steam Filter System 2.2 Steam Filter Element (Replacements), 1 case of 15 filters 2.3 Water Filter System 2.4 Water Filter Cartridges (Replacements), 1 case of 10 filters 3. Component Requirements 3.1 Steam Filter System 3.1.1 Stainless steel filter body 3.1.2 Shall be a complete system, to include but not be limited to, one filter element 3.1.3 Filter element shall be rated to 98+% at 0.1 micron and filter solid particles and liquid droplets 3.1.4 Shall be capable of handling a minimum flow rate of 200 lb/hour steam at pressures up to 70 psig 3.1.5 Shall have a 1" NPT port size 3.2 Replacement Steam Filter Element 3.2.1 Shall be compatible in size and dimension as Steam Filter System 3.2.2 Shall be rated to 98+% at 0.1 micron and filter solid particles and liquid droplets 3.3 Water Filter System 3.3.1 Polypropylene body and filter cartridge 3.3.2 Shall handle a flow rate of 6 - 8 gpm 3.3.3 Shall handle a dynamic pressure range of 30-60 psig 3.3.4 Shall have 1" NPT port size 3.4 Water Filter Cartridge 3.4.1 Filter cartridge life shall last approximately 50,000 gallons (20" cartridge size) 3.4.2 Shall be rated to 80% efficiency at 1 micorn Submissions received in response to this notice shall be evaluated based on lowest price technically accepted. All those interested should submit, in writing, the company name, address, point of contact, telephone number, and business size; a detailed statement regarding technical capabilities and qualifications, and any additional supporting literature. Vendor must provide a DUNS number (http://www.dnb.com/us/) and register with the Central Contractors Registration (Http://www.ccr.gov/) to further qualify for this contract. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information can be emailed to the Contracting Specialist. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Under Statutory Authority 41 U.S.C. 253 (1) the Syracuse VA Medical Center (SVAMC) anticipates entering into a procurement for Steam Filters, Water Filters and Housings for both. (ii) The reference/solicitation number is VA528-12-Q-0054 and the solicitation is issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a contract and corresponding purchase order. (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ and http://www.va.gov/oamm/oa/ars/policyreg/vaar/, respectively. (iv) North American Industry Classification System (NAICS) code is 423450 (size standard of 500 employees) applies to this solicitation. (v) This requirement consists of Steam Filters, Water Filters and Housings for both (vi) The provision at FAR 52.211-6 Brand Name or Equal applies to this requirement (brand name Balston) (vii) Delivery and acceptance of deliverables will be FOB destination within 30 days of receipt of order to Syracuse VA Medical Center, 800 Irving Ave., Syracuse, NY 13210-2716. (viii) The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items, applies to this solicitation and incorporate the following addenda to 52.212-1, 52.204-6 Data Universal Numbering System (DUNS) Number, 52.209-7 Information Regarding Responsibility Matters, 52.216-1 Type of Contract, 52.233-2 Service of Protest, VAAR 852.233-70 Protest Content, 852.233-71 Alternate Protest Procedure, 852.236-76 Correspondence, and 852.237-70 Contractor Responsibilities. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this requirement. The Government will award a firm fixed price contract resulting from this solicitation. The evaluation factors for award are price and technical capabilities (meeting salient characteristics) with price and technical capabilities being evaluated as equal.
