Description
The United States Army Corps of Engineers (USACE) intends to award a sole source contract to TENG & Associates to provide electrical inspections and repair of U.S. occupied non-density list facilities on Logistics Civil Augmentation Program (LOGCAP) supported bases and camps throughout the combat theater in Afghanistan for a period of one year while a five year contract can be competed and awarded. In addition, the contractor is also required to provide a Fire Safety Program and Fire Brigade Training. These services will be performed at sites that have no LOGCAP support. The NAICS Code for this acquisition is 238210. This is not a formal solicitation or request for proposal. This synopsis of intent is to give notice of the Government's intent to make a sole source award under the authority cited in 10 U.S.C 2304(c)(1) or 41 U.S.C. 253(c)(1) and implemented by Federal Acquisition Regulation 6.302-1. The Task Order providing the services, currently being executed by TENG & Associates, Inc. 205 N Michigan Ave Suite 3600, Chicago, IL 60601-5927, will expire on 20 February 2012. The Contractor is required to serve as a subject matter expert for electrical design, installation and code compliance on new construction of U.S. occupied facilities for USFOR-A. Electrical safety inspections and emergency repairs ofLife, Health, and Safety (LHS) hazards shall include power generation, transformation, and distribution system components for Low Voltage (600 volt and below) systems. Inspections and repair of LHS hazard shall include all commercial and tactical power systems for all temporary and permanent structures. The US Government will provide the electrical bill of material (EBOM) necessary to effect repair of LHS hazards. The Contractor shall provide all other material, labor, and equipment to perform inspections and provide deliverables as described in the Statement of Work. The Fire Safety Program support includes fire/life safety risk assessments, fire protection plan review of planned projects, fire incident investigations, inspection and testing of fire protection systems, and management of a database for fire prevention and fire incident data and will be constant over the duration of the contract. The estimated capacity for this current acquisition is $80 million for a period of performance of one year. Due to the unique prior experience and involvement of the current contractors and the anticipated recurring need for electrical inspection and repair services, the actions proposed within this announcement are considered necessary to avoid any lapse in time and to ensure current contract mission is not impacted. Unacceptable delays in fulfilling the agency's general requirements that includes electrical power systems and inspections would result in a negative impact of life, health, and safety (LHS) hazards of US occupied facilities for USFOR-A and Fire Safety Program support to the USOR-A Safety Office. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after publication of this synopsis will be considered by the Government. Capability Statements submitted should demonstrate the offeror's experience and expertise to provide the appropriate services identified in this announcement, provide the number of qualified personnel (100 to 150 certified master and journeyman electricians, 20 fire safety inspectors, and 20 fire safety trainers all with secret clearances), and must also be able to mobilize and be on the ground within 10 days after award without any substantial duplication of the cost to the Government., In addition, the Capability Statement must also show that Defense Base Act (DBA) insurance, required training at the Civilian Replacement Center, and any other information indicating a legitimate ability can be obtained at time of award.
