- The U.S. Naval Supply Systems Command (NAVSUP), Fleet Logistics Center (FLCN) at Norfolk, VA, has a requirement Physical Distribution and Integrated Logistics Support services required by NAVSUP FLCN Logisitics Division. The overall objective of this acquisition is to provide a contracted source with the expertise required to deliver the full spectrum of necessary resources in order to maximize Fleet readiness and sustainment. In general terms, the support services cover warehousing, inventory control and material distribution. In addition, the services will also provide Integrated Logistics Support (ILS) and material distribution for ship repair, modernization, and new construction. The place of performance for this requirement will be at the following locations; FLCN St. Julians Creek Annex, Portsmouth, VA, FLCN Cheatham Annex, Williamsburg, VA, FLCN Naval Station Norfolk, Norfolk, VA, and Norfolk Ship Support Activity, Bahrain. This procurement will be solicited and awarded under full and open competition after exclusion of sources as a 100% Small Business Set-Aside. The applicable NAICS code is 541614 with a small business size standard of $7.0 million. The proposed acquisition will be a hybrid contract type encompassing both firm fixed price (FFP) and time and materials (T&M) contract line items (CLIN s) to include their corresponding clauses and provisions under FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation . The period of performance for the resulting contract will be for one (1) twelve-month base with four (4), twelve-month option periods including FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 18 October 2011. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FLCN will not issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
