- Sustainment List of Operational Test Program Sets (OTPS) and Units Under Test The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with the Bell-Boeing Joint Program Office for software, sustaining and related technical support of V-22 Operational Test Program Sets (OTPSs), which are comprised of Weapon Replaceable Assembly (WRA) and Shop Replaceable Assembly (SRA) TPSs. (See attached list) These OTPSs will provide test capability for the Units Under Test (UUTs) when used in conjunction with the test station and ancillary equipment and hosted on the Consolidated Automated Support System (CASS) and Reconfigurable Transportable Consolidated Automated Support System (RTCASS) at the Intermediate and Depot Levels of maintenance for the V-22 Aircraft. These services are required until the OTPSs are fully transitioned to the Fleet Support Team (FST) from Bell-Boeing in support of the 19 WRA manufacturers. This effort requires in-depth knowledge and expertise in the area of integration with regard to UUT and OTPS development which only Bell-Boeing currently possesses. The Government does not possess the data for the OPTSs and the UUTs are still under development. It is anticipated that a delivery order will be issued under Basic Ordering Agreement N68335-08-G-0002 for this requirement. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
